can we start a model??? take 100 beggars in Delhi indulge them in brick manufacturing through NAREGA. Don not pay them. when they manufacture sufficient amount of bricks let us provide construction material of cost equl to what we were going to pay them. select an area bring a contractor let them create their own houses. so we optimized NAREGA, saved labor cost, give beggars cheap free homes, helping increase infrastructure and moving a step towards "Home for everyone by 2020"

Begging is complex social problem so we need multidimensional interventions-regulation, collaboration and participation with soul. Regulation-Enforcing of laws first at institutional level-Intervene syndicated supply of beggars and habitual beggars.Strict action but with soul. Collaboration-NGO,CSR,Citizen and Govt. participation in effected zones and places regularly and effectively to control and contribute. Participation- Let beggars allow to rehabilitate with purpose and self respect, facilit

Give this job to police. They shd hand over them to anathasrams if dey r children & old aged. Gov shd arrange for their Food & edn just like free hostels. If beggers r youth make them to work. Der's lot of labour problem. Just simple. Don't make it complex

Constrains in elimnating beggary ? Government of India and its failures- they have even made the life so expensive - If you are serious- than do one thing- Keep food, housing and clothing (free of competition ) there can be competition in everything else, food should be sold at cost + 5% margin for wholesaler + 5% margin for retailer. House prices should be frozen to current levels with a 10% reduced prices every year, till a national average of 4000 rupees per foot is common in big cities...
