1. Apathy and indifference is the primary reason for the perpetuation of such a primitive practice. 2. Caste bias is also largely to blame. 3. Until education is made compulsory, this shameful practice will continue. Every citizen should be intellectually elevated through education to do away with practice. 4

best way is to first improve the quality of flushes being sold. they are not good at maintaing hygiene. just like jandhan yojna creating toilets at weak houses should be made on contract. besides people should be taught lessons to maintain cleanliness for their benefit. products for sanitation and women hygiene should be made cheaper. just by planting toilets is not enough their later use and maintenance should also be given equal importance.

biggest sector to look for advancement is transport system and education. revenues generated are not put in profit in both the sectors. I have plans to work and bring advancements in both but dnt knw to whom should i contact. both sectors will create jobs plus a standard to create new skilled people.

The biggest polluter and propogater of manual scavenging in INDIA is the Indian Railway. The Prime Minister may put some focus here. Technology exists in all modern railways so that sewage from trains in NOT dumped o Rail tracks. The railways have a reseach & design organization - RDSO. They should be tasked to design & install containers for sewage under train toilets. And the money for this can come from making some railway tracks in cities underground - and sell the land above the tracks

The manual scavengers should not consider their job as their predetermined fate, but they should strive towards other means of livelihood. Safai Karmchari Aandolan and The Rashtriya Garima Abhiyan, should be given more support. The court has to go beyond simply relying on states to act. poverty and unemployment is another constraint. Special employment schemes only for manual scavengers will help. Lack of awareness is another reason. Govt. can work with local NGOs for creating awareness.
