Strengthen the rules to protect the rights of the people and let common person know how to exercise them. Currently, the real estate sector's bad practices are threat to the india's economy, banking system and trust of the people on the system.
Real estate is part of Infrastructure. My humble suggestion is to perform planned development of cities and balance the load on services.

Core infrastructure incorporates all the main types of infrastructure, such as roads, highways, railways, public transportation, water, and gas supply, etc. These systems tend to be capital intensive and high-cost investments, and are vital to a country's economic development and prosperity.

I think government should invest in building an rocket launch pad which can be used by indian spacetech companies for launching their launch vehicles
this will help them grow fast and reduce their dependence on foreign countries for their launchies.

Government should allow construction companies to redevelop metro cities to solve the housing crisis. Old buildings can be replaced by modern High rises or skyscrapers and roads can be built along side by those companies using concrete or superior mixes
An urban planning policy must be present at the central level which these companies can use regarding road width building codes etc etc.

Bhagya Grama Panchayat (BGP): On annual basis, conduct a Lucky Dip among all Grama Panchayath(GP) to select 55 BGP (one in every 10 Lokshabha constituency). Allocate a fund of 100 crore in budget for each of these BGP to spend in next 3 years (Total 5500 crores). Carry out infrastructural development in these BGP under supervision of a special central team based on BGP Design Models, that are functionally great and aesthetically beautiful.
