Prime Minister Narendra Modi addressed a webinar to detail a roadmap for effective implementation of the provisions of Union Budget 2021-22 in development of infrastructure. The panelists at the webinar shared their insights pertaining to improvement of quality of infrastructure; speeding up its development through advanced technology; and attraction of greater investment in the sector.

We seek ideas and suggestions from the public and other stakeholders on implementation of the finalized strategy for improved infrastructure development.

R/Sir, Steel industry is highly energy intensive, we have 1400+ small steel re-rolling plants with poor specific energy consumption, per MT of steel due to obsolete technology, poor practices etc. Energy audit of all such plants must be compulsorily carried out & all units must be given assistance and target to improve energy efficiency. Similar exercise must be carried out in all MSME which are back bone of our industry. Target to reduce energy consumption atleast by 10% from current level.

KISAN SAMMAN NIDHI pays money to farmer. Instead it may be used to repair & develop infrastructure for irrigation, flood control, soil fertility improvement, production & use of organic compost, fast mobile medical care unit for snakebite, conservation of farm land that may merge in river or saline water pocket, market, warehouse & road for farmer, organisation to solve local farming problem & boost farming suitable to country‘s need, embankment & forestation in coastal area to damp cyclone.

R/Sir, CEA has recommended 2250 to 2600 Kcal/Kwh heat rate for thermal power plants. This amounts to 38.20 to 33.09% thermal efficiency. Any plant which is achieving lower thermal efficiency must be critically evaluated so as to improve thermal efficiency atleast upto 35% or less generator may be replaced with more efficient units. If this is not feasible, plant may be closed down to achieve reduction in carbon foot print. This can be compensated by solar power generation from homes.

Respected PM Sir, Each District should have One Industry, One City, One Medical College and Hospital. All colleges should be computerised. Students should be encouraged to do work internship for one month during the semester. Examination pattern should be modified. In between break for one year to work allowed. Education loan and three year guaranteed employment will encourage students to study. No more screening test for college out. All skill development and screening within college study.

Whenever government make plans to improve infrastructure, it looks quite nice. It presents such a beautiful picture that we have to think that after its implementation, this time at least India would become developed. But years later, we find that nothing has changed. Policy document remains but sub-standard work by contractors and absolutely no supervision by implementing agencies on ground leaves no advantage for next level development.
