Lakes and lakes of Rupees are spent on Lighting of residences of Ministers, secretaries, members, CMDs and Directors of PSUs on DIWALI. SUCH BRAZEN WASTAGE OF PUBLIC MONEY SHOULD BE STOPPED IMMEDIATELY AND RESPECTED PM IS REQUESTED TO ISSUE ORDERS TO STOP THIS PRACTICE BEFOE THIS DIWALI ON OCT 23. IF A COMMON MAN CAN AFFORD TO LIGHT HIS HOUSE FROM HIS OWN POCKET, WHY CANT OUR MINISTERS, SECRETARIES AND CMDs.

Men can achieve what they desire provided there is absolute sincerity to achieve the goal. Landing on moon, successful Mangalyan voyage, Nirbhay are perfect examples. Once all the executors from the ordering authority to the lowest labor have only one goal to execute the project within time frame and allotted budget, there is no reason of cost / time overrun except any nature's intervention. Public procurement in India constitutes about 30 per cent of GDP, with the total annual expenditure of Rs 15-20 lakhs crore. If we help farmers to adopt Solar Pump Systems in Punjab by giving them free solar pump sets, than we can save crores of Rs. paid as Power Subsidy, which set at Rs.5300 for year 2014-2015, cost of solar pump sets can be recovered in 4-5 yrs if compared with subsidy paid per connection by Punjab Govt. We can divert the electricity previously used for irrigation to industries and households. It will also help to generate jobs in solar manufacturing & installation & after installation services.

There should be the proper coordination between center & state,There should be need to build understanding in the ground of development,There should be a need of ranking or competition among the center & state in the ground of development.

The care about real wages and the nominal wages should be taken into serious consideration.The expenditure Management commission should play a vital role in resolving the problems and find-out transpirant solutions.i.e.1.contractual labour should be honoured properly.2.such kind of infracstructure developments should fullfil the needs of shelter, bread.and domestics needs of an individual.3.Idealogy and technology should not be varied on the progamme implementation

Government can issue tenders online & the rates of the price offered by any company should be disclosed publicly so if someone can offer better price will offer less amount as compared to others. And people experienced in that particular field will give ideas also that whether the price which is offered is correct or not. Government & public supervision is must for maintaining quality &standards & progress of any government work so it can be completed on time & properly.

Tax on high end luxury goods should be incresed. These may include sodtly SUVs, Plasma TV, high end smart phone etc. The revenue thus generated be used for infrastructural development perposed particularly in the rural areas.

Government should update the rates of products what they are willing to buy & at what rates so if someone who can offer better price than that he will offer & it will be corruption free also, because government servants & officers ask for their share if they are ordering anything for government use & in the end government is paying more for the same product which it can get a very low rate, the best example of this was commonwealth games organised in Delhi.
