For tax payers in India, government should consider changing HRA policy by giving direct tax exemption for 40% of basic salary without any Rental agreement and Rent paid receipts. This will help to reduce tons of paper and avoid false claims.
I am purposefully living in a low rented house just to save money; hence government should not collect tax on my savings.

Adopt new method of budget allocation
"Treat the critical patient first; while providing basic care for other patients"
1.Every year choose 3 most critical issues & allocate the required funds for them & rest of the funds for other regular projects which cannot be stopped
2.Ensure the projects which are already started are completed within the set deadlines
3.Next, choose another 3 critical issues & allocate the required funds after retaining the funds for other regular projects
