Electronic waste (e-waste) creates a global crisis due to environmental degradation. India, as a growing economy, is facing serious challenges in managing the volume of generated e-waste due to lack of environmental awareness and socio-economic issues. Major concern of e-waste management in India is its recycling undertaken by non-formal sector not adhering to health and environmental norms.

While e-waste poses a problem for the environment it is also a source of valuable resources and contains a number of precious metal and mineral resources, which are available in very limited quantities in nature.

While Ministry of Environment and Forests and Climate Change is involved in enacting laws, guidelines referring to e-waste and has formulated the E-Waste (Management and Handling) Rules, 2010 wrt safe handling of e-waste, Department of Electronics and Information Technology (DeitY) has addressed indigenous technology development through its R&D efforts to recycle e-waste and extract pressure resources following environment and health norms.

In this direction DeitY has initiated a demonstration plant to showcase its developed technology of processing printed circuit boards (PCB) to recover precious metals at Bangalore. DeitY also proposes to provide capital subsidy to authorized recyclers for processing e-waste similar to support available under the M-SIPS scheme of DeitY. Further recyclers using indigenous technology could be given additional advantage.

DeitY seeks views and suggestion to address the e-waste issues both in term of technology development as well as policy initiatives.

Comments should be received by 10th February, 2015.

Y cant v have leak proof & properly sealed leads for the water tankers that are used all over the country to supply water. Why can't the same precaution be taken as it is taken for petrol or gas tankers. Will the leakage be tolerable in case of petrol or gas carrying tankers? Obviously no then why not the same attitude for water.....

Modernisation in Indian agriculture is far below the heavy investments we have made in the agricultural research & study areas.Further the agricultural professionals are not the best in the country.Besides the priorities are highly lopsided.ICAR &SAUs are ill managed in terms of time bound research and development to meet the requirement of farmers & realities prevailing in the country. It is important that research topics are 80% field oriented and 20% basic.Promotion system need relook!

GOI has invested thousands of crores in funding ICAR & SAU activities. However the net effect of the investments is not proportional to the spending. The reason for the anomaly is the poor standard of agricultural professionals in the country. This is futher aggravated by mismanagement, corruption, nepotism, sexual exploitation etc.Besides merit is given a back seat. This is deteriorating the system. We must place dynamic, forward looking professionals as Vice Chancellors &must be given timebound targets

Over the years ICAR and Sttate Agriculture Universities have churned out scientists and agricultural peofessionals. However there is great lack in agricultural research finding practical applications in the farmers fields. There are no credible package of practices because of this lack.Government must set up a body to bring in convergence in available proven technologies in terms of package of practices for agriculture & horticulture crops.Further these practices should be demonstrated in PPP mode

Please encourage Agriculture based Bio energy sector which renewable and self reliant. Please provide proper allocations in the budget for research and development in this sector. This should ensure the farmer to get alternative income from Agri wastes as well. This will increase the greenery and less dependability on thermal or nuclear energy sources. If it is successful, the agriculture which is one of the major sectors in the country will be self reliant about power requirements.
