Most people in India cannot afford to pay a full college fees. A substantial increase of government and aided higher education is needed. Loans cannot be an option since they discourage students from choosing subjects that interest them and from even thinking of higher education as an option. They also give too much power to companies offering high salaries to determine which courses universities should run.

This is true particularly at the postgraduate and research levels, they should be encouraged to be as financially autonomous as possible. Keeping fees low will facilitate this independence and ensure that no meritorious student is denied her fundamental right because she cannot afford it.

We have 2/3rds of our populations below poverty line. There is no alternative to public funding of education to achieve the demographic leap into the next century. More percentage of GDP has to be spent on education - our levels are currently below many countries in sub-Saharan Africa and Asia! A minimum of 6% government expenditure on education has been shown historically to be the only means to improve accessibility, quality and outcomes in education.
