Nearly 94% of students enrolled are in the state educational institutions. Improving the quality of State Universities is extremely significant. What kind of reforms agenda need to be worked so as to address the quality deficit in State institutions.

Ph.D program in state universities should be scrapped and state universities should focus only on mass level education like UG and PG courses and online courses. Ph.D should be only at central universities or IISC/IIT/IIM/AIIMS/IISER.

We should dis-continue subjective question papers and switch over to objective mutiple choice question paper format. This has more transparency,is more easy to check, less time consuming as it can be done by computers and it eliminates rote learning and focusses only on concepts and understanding. Even scanned copies of answersheets can be shared with students in case of any doubt. There wil be no confusion and every one will have full clarity. This will end all corruption in education sector.

These days the universities have become the employment centers. UGC sends strange requirements. This also affects the higher education. UGC has derecognised all Ph.D.. It is not a requirement in the teaching position in the univerisities. Therefore the UGC should be modified. It is like paper tiger. The state governments hardly care for the circulars. You must make research as the main criteria for the teachers.

We do not need more universities .We need to move to one India one Degree Plan. For each subject like Management,Engineering,Science,commerce etc, there should be only one computer based exam throughout India paper set by computer and valued by computer software all existing university establishment need to used for administering the education process and examination process ,by this method arbitrariness and duplication in the process and saving of crores of Tax payers money please consider this

Request to eliminate handwritten exams and make it computer based with student on CCTV , so that victimisation of students by identifying his handwriting cannot take place, also valuation of written answer papers even descriptive answer papers can be made by computer software by using artificial intelligence process. Question paper setting also should be made by computer from the question paper data bank. Central Examination Authority to be constituted for each professional for exams.

We are Proud of our Prime Minister and HRD Minister and their new initiatives. Reported uniform syllabus in central Universities is welco which need to be replicated across all universities for the core area and flexibility to be provided in choosing electives.Many UGC regulations such as Faculty/student ratio,land requirement are not suited for the Indian context and need to be relaxed without diluting standards.Majority of students study in distance mode their Degree to be par regular Degree

Separate Teaching, Paper setting and Evaluation. These should not be done by the same person as it is done now. We welcome proposal to have one standard syllabus for each Degree course in Central University, this will remove unwanted hurdles, academic council course recognisation /equivalency issues etc which is taking time of Teachers who need to concentrate on Teaching and Research rather than spend time determining equivalency.Some course don't get equivalency due to politics can be avoided

No place for politics in State Universities.There should not be any political appointment in University bodies.All members in University bodies to be qualifed at least to degree. The constitution of senate/syndicate in all state University to be changed to permit only the stake holders Student /Academics/ Parents/ Employers and Industry reps. Exclude MLA and MPS .Union Government to bring a law to change the constitution of all state run universities to amend and comply if they need UGC funding

Paper valuers and Examiners should be first asked to answer the paper he is going to value and if he obtains less than 75% he should not be allowed to value the paper, because he/she doesnot have knowledge or competency to value the answer paper. UGC has decreased external to 60% and Increased internal to 40% this is not at all suitable for India where there is mass copying,copying with high tech methods such as watches and jackets.External exams with cctv to be conducted and given 100% weight

Revaluation of answer papers should not be given to the same examiner who has valued the answer paper earlier and should be given to examiners outside the University for fair evaluation.If any examiner is found purposely awarding low marks to fail a student ,enquiry should be conducted and such persons should be dismissed from service and their names should be notified to all Universities so that he is not given a faculty or examiner or paper setter in any University in India.Abolish IntnMarks
