(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.

(iii) Steady de-privatization of FPS ownership

If you want something new, you must stop doing something old. PDS reforms and innovations will never provide 'dal-roti' to 'aam aadmi' especially those who needed most. *Provide quarterly 'Food Coupon' through banking system (3 months validity) Suppose Govt. decide to provide 'Moong/ Toor Dal' say 2KG/Month/Family then 'food coupon' will be issued to family, they can redeem anywhere. Govt. will compensate shopkeeper with same quantity/quality of food within 1 week once coupon submitted to Govt.

for distribution : 1. abolish the system of a particular ration dealer 2. anybody can apply for dealership by depositing say 50000 to gov. 3. it should be linked with aadhar. dealer will get comission directly to his bank account as well as the the beneficiary. he can purchase from gov at non subsidised rate or outside. but he will get the commission only when he distribute the grains .

Among each Rural Panchayats, lands of individuals can be AGGREGATED (without changing ownership) and then Mechanised farming can be deployed. Govt. can give soft loans to Panchayats to buy tractors and farm equipments. By aggregating lands & mechanized farming, productivity can be improved. Each farmer will get remuneration based on Land ownership proportion. Disintegrated & small land holdings are a major cause of Farmers not able to improve productivity and earn good revenues.

Entire population in need of items at subsidy rate should be first segregated and Separate Smart Cards to be issued for permanent eligibility. No single grain should be given to the rich population, M.L.As, M.Ps and Ministers, both currently working and retired.
