Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

Public Distribution system becoming most vulnerable part where corruption is occurring. Country born Poor people getting harder to have a ration card, Bangladeshis are easily acquiring. The officials of state governments indulge in corruption because, normally they do not recruited any authentic source, rather they have no fear of loss of Govt. job, so they dare to do so. Unluckily, if anybody trapped in Vigilance net, by that time they acquired huge property, in back door (Black Money).

1. paddy is purchased from farmers and kept in open to face rains.can't we make warehouses in large nos. to store much more qty, if required in every desired location. 2.real time stock of food grains all over india. all these points were asked by rajat sharma(india TV) and replied positively by our PM before lok sabha elections. now ,what happened ,forgot ???????????

Recent PDS distribution report disclosed the information. Leakage is touched above 40 % is considered major set back of food security. Warehousing, transportation, labor problems decrease the efficiency of PDS system. Still targeted people not accessing food from PDS. Digital India may be solution for this problem.Identification of poor people is a big problem to ever Govt . Shops monitored under govt authority could be results transparency in food distribution.

I completely support this ambitious initiative from our Prime Minister about Swachh Bharat. I strongly feel that this initiative would be successful once we have a proper plan for waste management in this country. Most of the people will not litter if we have a plan of dustbins along the roadsides and other public places. If we outsource this initiative to a public-private partnership which ensures ample dustbins and regularity in cleaning up that would be great !.

If you want something new, you must stop doing something old. PDS reforms and innovations will never provide 'dal-roti' to 'aam aadmi' especially those who needed most. *Provide quarterly 'Food Coupon' through banking system (3 months validity) Suppose Govt. decide to provide 'Moong/ Toor Dal' say 2KG/Month/Family then 'food coupon' will be issued to family, they can redeem anywhere. Govt. will compensate shopkeeper with same quantity/quality of food within 1 week once coupon submitted to Govt.

In my view if there was a provision for file FIR on every police station like ATM machine, applicant should be file there FIR self with a function of snap shot via Web Camera and verification for actual petitioner by OTP and complaint via Recording with auto ganarate FIR receipt

Nahi ish yojana me koi sudhar nahi hua hai. Aj bhi bahoot se log anaj nahi pate. adhikari and kotedar anajo ka sahi vitaran hi nahi karate.

Population growth in INDIA is not decreasing substantially even though huge Govt plans. It may cross China in the next decade.Food for all must be the motto of the union Govt. Agriculture sector is most voluminous field where where both literate & illiterate people can contribute their efficiency.Some times ago, Our previous popular PM was dreaming for connecting rivers to irrigate maximum possible area. Why not the same is being thought in the present scenario. It is a pollution free sector.
