Inputs from the citizens are sought on the following critical issues related to the Targeted Public Distribution System:

I Correct Identification of Beneficiaries

(i) Exclusion/ inclusion criteria for identification of beneficiaries
(ii) Preparation of provisional list of beneficiaries, finalization of list, its verification and adoption.
(iii) Use of digitised beneficiary/ration card database and its verification
(iv) Continuous review for deletion of bogus/ ineligible ration cards and for issuance of cards to eligible beneficiaries
(v) Automatic electronic updation of database through ration card services

II Securing the Supply Chain

(i) Door- step delivery i.e. transportation from FCI/ intermediate godown to FPS by States or their agencies
(ii) Use of innovations for tracking of food grains across the supply-chain
(iii) Confirmation of receipt and distribution of food grains at FPS and its accountal for subsequent allocations
(iv) Fixing of accountability and responsibility at all levels
(v) Use of IT for managing the supply chain operations - godown operations (inventory management, release orders, truck challans, etc) - payment by FPS dealers (electronic challans, use of payment gateway, etc.)

III Delivery at the Last Mile

(i) Increasing FPS viability through reasonable dealer’s margins, sale of non-PDS items, incentives, etc.
(ii) Improving FPS network, infrastructure, performance etc. to increase efficiency and coverage
(iii) Steady de-privatization of FPS ownership
(iv) Innovations in distribution - bulk distribution, distribution on designated dates, distribution in presence of Vigilance Committee/ PRI members, monthly certification of distribution, etc.
(v) Use of IT based solutions for authentication of beneficiaries at FPS and confirmation of delivery of food grains
(vi) Automation of all processes at FPS - recording sale details, updating records for subsequent allocations, inspections, etc.
(vii) Portability of entitlement to any FPS as per beneficiaries’ choice

IV Participatory Monitoring and Implementation

(i) Strengthening Vigilance Committees and ensuring their effective functioning
(ii) Increasing the role of PRIs, NGOs, civil society
(iii) Putting all TPDS information in the public domain
(iv) Use of electronic platform to monitor end-to-end TPDS operations
(v) Setting up effective grievance redressal mechanism - institutions of DGRO and State Food Commissions, call centres, toll free helplines etc.
(vi) Educating the beneficiaries of their entitlements
(vii) Strict action against defaulters - strengthening the administration and enforcement machinery

BJP lost delhi election due to extortion, harassment of poor and corruption in three BJP controlled MCDs, in delhi government (including civil supplies which manages PDS system) and in central govt (particularly DDA, police). Lessons to BJP is -- repeal and re-write all anti citizen laws started during colonial/congress rule urgently for corruption free government machinery, minimum government by converting paper work into e-governance with zero interaction between employees and citizen.

60 years back there was no PDS system. all 7 lakh villages were having self sufficiency in food and cow/animal based bio agriculture was prevalent. barter system ensured every producer of goods/services get everything on cashless basis. indian food supply system was damaged by chemical based agriculture, centralised planning by english speaking babus, mad race of poor farmer from villages to urban slums. restore farmer income by bio-farming, villages MSME and stop migration to urban slums

Government could have their own Farm Lands in all parts of India, where they employ farmers for various types of farming like fruits, grains, flowers, edible flowers, vegetables, herbs, etc. In this way farmers won't opt for other jobs and this way feel security of income. Also this will make farming better, where more land can be easily utilized for farming and opportunity for jobs would increase. I can daily see lots of land which can be used for farming are kept unused. Problem of Hunger and limitation of food been distributed to people can easily be solved, when we will be having lots of food grown. Even this way the cost can be redused. Also if the transportaion of the food is handled by various vendors then the use of fuel and pollution can also be regularised. reaching a new level of less traffic on roads, due to trucks. States should be made self-dependent on all major items of daily food items.

First Thanking Mr. Prime Minister for such good initiatives taken for the welfare of country and its people. I would like to suggest that since we have differrent areas where government is directly involved for its progress and development, like military, healthcare, etc. Similarly goverment can also put a good amount for the making Farming and Cow protection a part of investment. Basically all the need for development and education ends with a good health and food security, that which all comes from farms. We can learn from Israel, where they are farming even on desert lands. Also there should be provision to completely make farming in India as Organic, because lots of developed nations are also moving back to organic way, healthy and disease free life. ultimately everything ends on food and shelter then primarily farm lands should be saved for farms and waste lands should be only for industries. moreover for urban farming we should at urgent basis introduce rooftop farming, where most of our daily needs could be fulfilled easily. DFor waste management, the best thing we can do is introduce bio gas containers which can be installed on even small roofs. Where each house creates lots of degradeable waste, this waste can be dumped inside the bio gas container and then it can be useful for residents to use the gas for cooking and the other waste can be either used for their own rooftop farming manure, or can be sold to farmers. this way the total management of Waste would drastically reduce, Which we daily have to face going by road or streets.

I would suggest central government to directly involve in helping those poor men who cannot arrange there food for even one time a day and sleep empty stomach. Government should start a scheme in every district of country to provide free food in night at least so that one can say in modi raj no one was sleeping empty stomach. This will help government image improve in poor eye.

Encourage free meals based on linkages of Aadhaar cards to all who wish to take in almost all wards or blocks of homes 24*7 days with the donations from all who are interested or by taxing people Instead of free rice,free klirana provisions through ration cards dealers,civil supplies dept.officials.Instead of that by starting free meals systems so many unemployed personnel hotel management personnel,of all localities can be employed in all cadres.Proper auditing system can also be evolved.

From planning point of view everything is fine but the main problem is its implementation. With every TPDS seller there is a bunch of 50% additional cards and that too with the knowledge of the authority. In every six months these officers used to bargain with the TPDS sellers to collect largese. And whenever there is a pressure from upper position these officer easily reject some 10% cards from the lot to show his integrity. So if the system become stringent your 50% problem will be over.

today bjp faced a shameful defeat in DELHI ELECTIONS by getting just 3 seats, while AAP ( party which wants plebiscite in kashmir, wants inquiry in batla house encounter of terrorists, says that communalism (read RSS) is more dangerous than corruption) got 67. One reason for defeat of BJP is corruption by employees in 3 BJP controlled municipalities. So if TDPS is to be improved, it should be technology driven 100% e-governance based otherwise employees will enrich themselves at public cost.
