1. Make education inspiring, enjoyable and creative.
2. Do not grade students at least till 7th Std
3. Embed the curriculum with accomplishments from Indian people.
4. Make training heavily hands-on i.e., skill based.
5. Give students a sense of pride and fulfillment.
6. Make "life skills course" mandatory till college.
7. Teach them positive and inspiring Indian culture

This draft is very good. Few suggestions:
Every school should admit people within their limits compulsorily and should not admit any one outside Area.
This applies for corporation schools too. By this all students of all class will study equally.
Transgender also should be mandatorily allowed education.
Cost should be even across India and transfer and curriculum should also be even.

1) One compulsory IPR elective/Subject for all under graduate and PG courses and for school level one chapter
2) incentive/bonus marks/weightage to those who choose IPR as one of subject
3) instead of publication of paper - there may be more weightage for Filing and granting of Patents
4) IP cell may be created in each college /University
5) For research work - Collaboration between University/Institute and Industry for joint research shall be made compulsory
