First of all separate budget should be prepared for postal sector like rail budget.Infrastructure and technology/softwares needs to be improved through PPP model.Computarization shold be done only for new work and 5 temporary post office should be opened in all cities to handle old work.In rural areas, all government schemes shold be distributed through post offices only while in cities, self service can be implemented for article tracking, passbook printing, bill payment, ticket booking etc.

The fact is Indian Post have a great network of branches across the country. My Suggestion are as follows:
1) Convert all post offices to the cyber cafe units, specially in a rural areas. Each post office should have atleast single computer for public access. People can pay nominal charges to have a advantages of this facility. Because of this rural youth can apply for many competitive exams very easily. Because of this post office, it will again start generating good revenue.

We are in a great country. We were used bird (Dove) delivery in our ancient time. Means if it is a piece of paper or box we should know our letters status of reaching the letters. It's available in only on EMS, we have track otherwise the receiver of the post. We have to increase this speed to bullet speed. Then only we can build an efficient Postal service in our India. Financial advertising of post office should be create in attractive basis. Then we can get more funds from our rural areas.

1. Arrange for pick-up / drop services (door to door)
2. Give priority to Indian Mail (trains and or planes)
3. Advertise (use Nat Geo and or Discovery channels by making a program), by showing how efficiently an Indian mail can reach the remotest of areas (but first genuinely improvise)
4. Take some help from developed nations (eg Britain)

For that Post offices should be computerized across India. Then these can be used as desk for all government service like Andhra Pradesh has E-Seva. In E-Seva, you can get all the certificates related to Income, Residence, Death, Birth. You can also apply for Passport, Incumbency certificates. In short, Post Offices can be use single point shop for all government services.

Post-offices can be used as a two-way gateway by the Govt. for delivering their services to the rural citizens and for collecting information (structured data) from the villages for better planning.
Mobile based technologies should be used by the village post-offices for promoting financial inclusion.
Village post-offices can be used as extension centres for dissemination of important agriculture & allied sector related information in the villages.
