Other half of the Notice : Possibility of shipment not flying on booked flight. Efforts will be made to forward the shipment on first available Flights. Also due to multiple vendor operation and dumping of Cargo wherever space available at Cargo complex we are seeing increasing cases Of shipment going missing or damaged after the handover process Immediate Govt. intervention is required to solve exporters hardship which is costing them financially and creating a bad name for INDIA.

Govt. portal for selling and buying of property. Such deals to be allowed ONLY through governmental portal. This portal will charge convenience 0.25% fee from both buyer and seller and registration of the property also to be done through this portal. This portal can be linked to National Population Register. This way remove the local middlemen, protect the genuine buyer and seller and govt. gets the commission and such deals are more transparent (and prevent black money laundering). Thank you.

One of ways to enforce fiscal discipline is to have financial reporting tool to track life cycle of fund from allocation to spend.the tool should track the route taken by fund from allocation to disbursement cycle.

Each & every expenditure at least 35% profit margin has to be targeted. Then incetives has to be distributed after getting 30 to 35% profit margin. We have to select the foreign supplier in co-laboration with indian so that Indians will work according to schedule and the money will be utilized.

During elections, a particular candidate may fight elections from more than one seat. Also due to certain political decisions, the candidate may switch from state assembly to Parliament and vice versa. In such a situation, re-elections are held putting fiscal burden on the exchequer. Voluntarily relinquishing the seat needs to be curbed.

20% of plan expenditure only reach real beneficiary. Corrupt politicians, officials & middlemen pocket lion’s share. Commission should ensure that the full benefit goes to the real beneficiary. Plan allocation Vs expenditure at micro level should be uploaded in the Commission’s website. Information should be collected from each department in the State and Centre. Very simple format should be designed for this. Should have mechanism for public to report slightest misuse of funds or deviation.

instead of CAG audit or internal audit or any other audit, let there be public audit of public expenditure systems. in this public audit, down to lowest tehsil and village level, let budget be discussed and inputs from villagers be taken. public participation in both taxation decisions and expenditure decisions, should be started, by establishing district planning and monitoring commission and by giving them constitutional status. there is no use of national or state commissions.

Recently introduced mechanism of OUTCOME BUDGET, rather than performance budget is a better approach. Books of Accounts on expenditures in Public Entreprises must be open to public scrutinee. Approved rates of expenses must be readly available to ensure there is no linger on in decision making, funding and estimations.. Most delay in planning process, which escalates the Operational cost substantially. Hence approval must be electronic and must be speedy .

When a bank account is marked as dormant account then banks must not be allowed to levy charges as dormant account maintenance charges. On one hand they have money of the customer blocked and are earning interest on that and to levy dormant account charges is making fool of general public due to some vague government policies.
