In order to understand the real nature of expenses the accounting process of the government needs to change. The government accounting standards presently followed do not present proper classification of expenses. Accounting process and policy of the goverment must reflect the true and correct picture and hence must harmonise with Generally Accepted Accounting Principles for Goverment Accounting.

Its important to undertake a study of municpalities. Municipalities perform multiple roles in creating maintaining and developing infrastructure, however municipal budgets today are dependent of state goverment and State goverment budgets are not harmonised to municipallites requirement. Municiaplties must have a unique financing programe- Raising bonds from citizens of the municpality. Municipality will be accountable to bond holders. Bond holders will get income from project.

How to prevent “black marketing” of gas cylinders in india ?? Over 24 lakh of the 79 lakh LPG connections in Karnataka belong to 'ghost' consumers More than one in four domestic LPG cylinders in Karnataka is sold to a 'ghost' consumer. State Government losing an estimated Rs 2,000 crore annually, costing the country Rs 10,000 crore over the past five years, in just one state !!! then imagine how much we are losing in entire country ? Why don't we use technology to stop it ?

come out with a plan for Regional Linking of rivers. By doing so, at least all regional rivers can be linked. While drawing the plan think about national linking of rivers - execution is regional linking of rivers. All the floods now drain into sea. This has to be stopped ASAP.
