Ministry of Communications had initiated a public consultative process to develop a modern and future-ready legal framework in telecommunication.

With 117 crore subscribers, India is the world’s second largest telecommunication ecosystem. The telecommunication sector employs more than 4 million people and contributes about 8% of the country’s GDP.

The existing regulatory framework for the telecommunication sector is based on the Indian Telegraph Act, 1885. The nature of telecommunication, its usage and technologies have undergone a massive change since the era of “telegraph”. The world stopped using “telegraph” in 2013.

In the past eight years, the Government has taken several initiatives for the growth of the telecommunication sector. It is in this context that we have taken up the initiative to restructure the legal and regulatory framework for the telecommunications sector.

The Bill will replace the existing legal framework governing telecommunication in India, comprising of the Indian Telegraph Act, 1885, the Wireless Telegraphy Act, 1933 and the Telegraph Wires (Unlawful Possession) Act, 1950.

In July 2022, a Consultation Paper on ‘Need for a new legal framework governing Telecommunication in India’ was published and comments were invited. Comments have been received from various stakeholders and industry associations.

Based on the consultations and deliberations, the Ministry has now prepared the draft Indian Telecommunication Bill, 2022. To facilitate further consultations, an Explanatory note to provide a brief overview of the Bill has also been prepared.

Citizens are invited to share their comments on the Draft Indian Telecommunication Bill 2022 on the MyGov Platform.

Regarding BNSL Prepaid there are no flexible plans. 28 days validity should be banned..It should be full as per the month. Likewise all Telecom Network Providers like BSNL, Airtel, Jio and Vi should mandatorily launch a prepaid plan for Physically Challenged people who has 75% locomotor disability. 50% discount with 6 months validity should be there for those who submit their UDID Card issued by the Central Government. TRAI should announce all Prepaid Plans should be only for 30/31 days as per the month. All validity period below 30 days has to be banned. Likewise 30/60/90/120/150/180/210/240/270/300/330/360 days validity should be there. Customers can choose any plan as per the above validity period. Likewise any balance data is remaining it should be carried forward during the next Top Up. Activation of any other plan without the knowledge or the permission of the customer has to be banned. Please implement these at the earliest.

All telecom companies should bring an option to report suspected Spam Calls and phishing links through an App and it should be monitored by the Department of Telecommunications and trace those reported fake calls and SmS. Now customer has to approach Cyber Crime and then seek remedy. Telecom companies should also own responsibility as they are not providing free service. Hence TRAI and Department of Telecommunications should jointly launch an App and it should be connected with the SIM. When anyone gets suspicious fake calls requesting Credit Card credentials can be immediately reported and Department of Telecommunications should immediately trace the reported Call or SMS and send it to the Cyber Crime Department. Then only the fraudsters can be nabbed quickly. Customers are helpless and they have to run pillar to post to raise a complaint and then get solution. I think DoT and TRAI will come out with a joint App to report Unsolicited Spam links or Fake Calls asking Credit Card details

50 rupee data pack:3GB for 28 days which carries over to Next month should be brought back as well as the validity system which forces us to pay high amount each time it increases by a lot it There are blackmailing us if we don't recharge each day month it would stop our calls and messaging Now costing Money for messages on WhatsApp would make communication difficult please don't do this We need to chat with friends we pay for net so we can talk to friends as well as share ideas we already pay the telecom by buying data packs now we don't want to pay additional charges it would wreck our life as well as it would cost us too much Don't let them steal our right to talk and express don't trouble students and and youths It can cause Chaos in India
