1) Improve public health coverage and make health care affordable to all
2) Levy a minimal super tax on the ultra rich to raise additional revenue and use the same to develop better infra
3) Make cities more liveable and address the immediate problem like pothole road polluted air polluted water bodies
4) Increase R&D in health and defence sector
5) Exempt LTCG on shares upto 5 lakhs thereby allowing people to create wealth
6) Allow 80C,80D and 80EE deduction to individual tax payer under new scheme also

Government should provide some minimum term life insurance and health insurance to tax payer and the same should be based on tax paid each year. Even small amount of coverage benefit may encourage people to income tax payer.
Larger tax payer base would help government to reduce tax burden on individual tax payers.

- Govt can plan to build cold storage at every 8-10 village block. Corporates can be encouraged to participate in the same under CSR.
- Govt can encourage public transport by increasing availability and accessibility to reduce personal vehicle use, traffic & oil imports.
- Bharat branded pulses and rice have been a great success and government can do the same for other agri produces.
- Govt can encourage states to adopt agriculture laws as a policy and that can help farmers and people in most part of the country.

Please consider my suggestion regarding Ladders Scheme , Monopsony Scheme and Agri Self venture Scheme. These are all created from analyzing various financial schemes around the world and proven economic policies from various point in time in history.

I propose for your kind consideration the "Rashtra Nirman Yogdaan Samman" which aims to honour and incentivize honest personal income taxpayers for their crucial contributions to nation-building. Remove income tax for those earning 10 lakh and below. Increase standard deduction to Rs. 1 lakh for now. Charge more tax for those earning or having passive income of more than 1 crore per year and much more for those earning or having passive income of more than 5 crore per year. Higher Slabs should be there for high earning net worth individuals.
For each UPI/online/withdrawal/deposit transaction, a small contribution should go towards nation building like a)for a transaction between Rs.100-1000, maybe rs.1 should be added b) for a transaction between Rs.1001 to Rs.10001 , rs. 2 should be added and go towards nation building into PM fund which can be further distributed to different areas of development. This could be tried on a voluntary basis.

My opinion:
We as a nation are interrelated with world nations. Markets and speculations. Matters should not be mixed by us and we should not allow the related nations particularly those nations which dominate world finance and markets + currency value.
2. Simplifying taxes payment particularly GST.
3. Free monetary beneficial policies should be curtailed. First by filtering those not eligible.
4. All citizens of India be encouraged, enlightened on small investments on any platform of finance.
5.. Money spent and Productive Quantity Directly related and the QUALITY Quotient is the Pivot.
6. Frame work of completing work in time without compromising Quality will reduce revised budget allocation ( if not completed in time) which is becoming a Habit in India. ( Cunning).

- Govt should plan to plant trees across sea shores to prevent Land Erosion.
- Each state should be forced to increase green cover and it should be incentivised.
- Govt can consider Khambhati Wells in flood prone areas to reduce flood effect and increase ground water level.
- It is high time to incentivised Income Tax Payers in Govt Services. For example, Govt can have Tax Payer quota in Trains without subsidy.
- Tax exemption for agriculture income should be capped at some amount like 10 Lacs to 15 Lacs. Someone earning more than 10-15 Lacs must contribute in nation building by paying tax.
- Currency notes must be issued with validity till some date so it has to return to bank. This will help govt to prevent cash hoarding. Currency Notes must be printed with map of Bharat.
I expect environment, groundwater level, tax payer welfare scheme as critical areas to focus.
