India has to learn from Germany about their dual vocational education system, which provides competent tradesman and improves the productivity and quality of products. Only our ITI follow this system, all engineering educations should be shifted to sandwich mode 6 months learning and 6 months learning on the job. This was followed by institutions like PSG Tech in their sandwich Degree and Diploma course. Engineering education should be made modular, ITI/Trade certificate after 1st year, diploma after 2 years, B.Voc after 3 years and B.Tech or B.E after 4 years. Unless India gets well trained technicians Indian cant become a manufacturing hub. So Engineering education has to be completely re-vamped and NEP requirement for multiple entiry and exits to be introduced in it. Paper Degree without competence would not take India any where. The Degree/certificate issuers like Universities should be liable per civil and criminal law if they certify persons without competence to Degree & diploma

Now central government has to provide funding and capacity development to realise democracy and decision making at grass root, even after 29 years after article 73rd and 74th amendment was done in the Constitution. Still many state governments dictate what local government have to do and not to do. Please start all indian municipal and panchayat raj service, to provide proper training and competant officers and engineers who are able and competant to advise the elected local government representatives to properly discharge the duties in local self governance. Local self government should function properly and discharge its duties in an Independent and tranparent manner. Unless we make out panchayats, municiplalities and corporations truly independent , responsible and repsonsiveness, real democracy and development and grass roots cant be achived .NITi AYOG has to provide indicators for the local government and they would be rated and ranked to encourage competition and real action
