Panchayats may not have resources and qualified manpower to access the requirements of cottage industries and MSMEs. Also, they may not have technical and financial know how to evaluate any proposal submitted by industries.
MSMEs can submit their proposals online on panchayat portal. Panchayats can forward the proposals to an evaluation committee unknown to MSMEs and Panchayats (similar to non contact type income tax return processing). This committee can evaluate the proposals after getting feedback from panchayats and MSMEs in simple check boxes formats without using any written clarification for ease of understanding and clarity of answers.
This non contact type evaluation by remote unknown evaluators would be able to reduce local level corruption to a greater extent.
Once the proposal is evaluated, it can be approved and panchayats and industries can sign MOU.
Progress of projects can be monitored through panchayats portal by uploading data and site photographs.

To support MSMEs and Cottage industry Government should ensure that loan is distributed to the genuine people based on their repaying capacity. Banks are not interested to lend money for genuine people willing to expand their business. So they are forced to approach money lenders who charge heavy interest rates. After few months it becomes a big burden for them. Some close their business as they couldn't repay the loan with heavy interest rates.
Government should encourage MSMEs and Cottage industry by providing them guidance and help them to expand their business. Information about all Government schemes should be available to them and they can approach the concerned banks and avail loan quickly after submitting the needed documents. Awards can be given to the best performers to motivate them. Bank can give Points to those who repay loans promptly. Based on their points they can refer any of their friends or relatives to get loan from the same bank easily. This will help many people

Agricultural product based MSMEs or food processing MSMEs shall be able to get the good quality inputs all round the year. For this Panchayats can have storage silos and cold storages. They can store the agricultural products and perishable items and deliver the seasonal materials as per requirement of MSMEs all round the year. With this arrangement, MSMEs will continue to function for the whole year irrespective of the seasons.
Farmers will also benefit as he able to sell his produces locally instead of searching for good prices in open markets.

MSME & cottage industries can rise to a certain level. Too many units manufacturing similar goods will lead to problems as there will be no healthy competition.The quality of the products will deteriorate as there will be compromise on raw materials & saving on labour costs. The banks also will be in trouble if the margins are low.At panchayat levels access to exports will be minimal. Which is the only key to get over major problems including employment.We are in a situation where worldwide man power is reduced to improve quality & quantity. The selection of products is the most important criteria and has to be more futuristic. Automobile industry with ancillary MSME which is major part in our exports will decline with emerging technologies. With whatever skill levels we have & resources how best we can utilize newer technologies. Finally Marketing will be the answer through international exhibitions of whatever good items we can produce & gap between international requirements .

Panchayat need to set up basic dept office ,lead by experience educated person of respective field ,like administration ,taxation ,goods transport ,export/ import clearing agents ,sales/ marketing / trade fairs / digital marketing ,land dept ,construction / approval dept ,forex dept ,labour dept ,greivance dept ,warehouses ,pollution dept ,intercity sales / marketing /raw material / also ease of living with basic services of transport ,internet ,electricity ,water ,drainage ,trains ,lodges ,co working offices ,

భారత ప్రభత్వానికి ఒక్క విన్నపం.
అయ్యా ఏ చెట్టలు ప్రజల పరంగా పని చేయడం లేదు.ఇందులో మొదటి స్థానం లో రాజకీయ నాయకులు ఉన్నారు. రజాంగ మార్పు కావాలి... 5 సం ల పదవి కాస్త 2 సం చేస్తే మంచిది.ఎందుకు అంటే అంత రాజకీయ నాయకులకు ఇచ్చే వేతనం ప్రజలది.
పోలీస్ రంగాం కూడా ప్రజలకు ఎలాంటి న్యాయం చేస్తా లేదు డబ్బులు ఉన్నవాడికి పని చేస్తున్నారు.ఇందులో ఎందరో టైం కి నడవడానికి కూడా రాని వలు ఉన్నారు అలాంటి వలకు ప్రజల ఎలాంటి ఉపయోగం లేదు.
వృత్తి విభాగం దిని వాలన ఉద్యోగులకు ఎలాంటి ఉపయోగం లేదు ప్రభుత్వ ఉద్యోగులు డబ్బులు తీస్కొని యాజమాన్యానికి అనుకూలంగా చేస్తున్నారు...
ప్రజలకు న్యాయం చేసే చేటం ప్రజల పాలిట శేత్రువు ఐఎంది..
ఏ ప్రభత్వమైనా ఉద్యోగి తన వృత్తి న్యాయం పరంగా నిర్వైంచడం లేదు..
