Sir, The NRI time for persons serving abroad should be uniformly assessed with sameparameters .Why it is different for Seafarers and non-seafarers.Only seafarers send back o India 90%of their earnings .This group should be treated equally.

Following measures could be adopted..
1. All India must be covered under one single tax scheme. So that from raw material to finished goods everyone must be covered.
2. Tax should be paid by each individual. From business men, working people, Hawkers, food laury runners, dhobi, each an everyone connected with online billing. machine at all places.
3. Tax should be made nominal so that no one tries to cheat in tax.
4. Industrial growth must be promoted.
5. Loans must be made easy.
6. Initially every business should be given 1or 2 years exemption of tax, so that breakeven could be achieved easily.
7. People must be made aware about the govt. policy. of taxation.
8. service sector must be given more liberty in tax so that improvement in the services could be done.
9. All states must have same taxation scheme. so that none of us hesitate to move from one place to other.
10. Economy drivers should be Indian, not the FII'S. Major stake should always be ours.

Our economy is fraught with rampant tax evasion and high taxation. To address the issue we need to bring in the following reforms. (1) Incentivise commercial transactions by using debit cards - cash transactions should be dis-incentivised to discourage. This will result in better tax compliance and curb black money. (2) Tax cash transactions of Rs 1 lac and above (3) Purchase of white goods should be only by debit cards.

In my view, the most important step for next budget would be linking of aadhar with taxpayer's income tax filing. It should be made mandatory for taxpayers to provide their AADHAR Number while filing returns. This would slowly but surely help in realisation of more revenues for government.
It should be made priority and arguments that AADHAR don't have reach will not hold ground as taxpayers are literate and have means to secure the AADHAR cards.
AADHAR should also be linked to other sectors

As a salaried employee, I am happy to contribute my bit in form of Tax payment, but it will be more satisfying, if Govt will give some direct reward(s) in return. It will encourage others also to contribute their bit.
For Example:
1. Reward each and every tax payer, it could be that govt can deposit some amount in return to his/her PF Account as pension scheme.
2. Provide access to use Govt facilities(health, entertainment, transport etc) based on tax bracket

Its very disheartening to see that only 3% of the entire population files IT return, of these let alone percentage of people declaring their income honestly. To grab attention why not follow carrot and stick approach. Penalize people for failing to file the returns, and at the same time reward people filing timely returns. Reward can be in any form, for eg, 'x' amount responsible citizen tax discount, toll plaza pass, discount coupon etc.
