The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW

The NCVET will regulate the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

Pursuing its mandate, NCVET has developed a draft of the ‘Guidelines for Recognition of the Awarding Bodies’. These guidelines are an attempt to standardize operations and outcomes of the Awarding Bodies (ABs) in the skills ecosystem. This will lead to improvement in quality and market relevance of skill development programs lending credibility to vocational education and training, encouraging greater private investment and employer participation in the skills space.
Guidelines define scope, criteria, tenure and detailed process of recognition as an AB. A robust mechanism of monitoring and evaluation based on well-defined parameters forms integral part of the guidelines.
The AB guidelines are structured as eligibility criteria and continuance criteria. The eligibility criteria ensures that ABs demonstrate required sustainable capacity earmarking the basic minimal organizational requirements and necessities. The continuation criteria ensures continuity of an awarding body based on its performance against the monitoring and evaluation parameters.

Comments are invited from public on the proposed guidelines.

प्रशिक्षकों का प्रशिक्षण अनिवार्य है क्योंकि यह प्रशिक्षणार्थियों को आगे बढ़ने में ज्यादा मदद करता है।

There should be a law where NO films, books including text books must be permitted to glorify living human beings. It is a wrong practice to give a number of civil awards to people. Only one award must be given to one person in one field which should be given when he has reached pinnacle in the field. Nominations should be invited only for the best achievement. Once awarded, he/ she becomes ineligible for another award in the same field.

The transparency of awarding bodies have to start from its members. First the vacancies of these awarding bodies should be widely published so that best talent is inducted in these bodies so that they can take wisely decisions.

The awarding bodies for recognisation of institutes, certificates, diplomas & degrees etc , should be fully IT based and IA enabled. It should be well defined on all parameters. The entire system should be online and evaluator does not know , which institute they are evaluating. All the parameters of evaluation will have some points and in the last stage the different team will visit the actual location. Such procedure may minimise the scope of corruption & may improve the quality of assesment.

Sir, Awarding Body members should be high professionals in their field. They should release the results on a timebound manner. Result should be nonbiased and never raise any question on their credibility. They should give full freedom to evaluate the result without any influvence.
