The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW

The NCVET will regulate the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

Pursuing its mandate, NCVET has developed a draft of the ‘Guidelines for Recognition of the Awarding Bodies’. These guidelines are an attempt to standardize operations and outcomes of the Awarding Bodies (ABs) in the skills ecosystem. This will lead to improvement in quality and market relevance of skill development programs lending credibility to vocational education and training, encouraging greater private investment and employer participation in the skills space.
Guidelines define scope, criteria, tenure and detailed process of recognition as an AB. A robust mechanism of monitoring and evaluation based on well-defined parameters forms integral part of the guidelines.
The AB guidelines are structured as eligibility criteria and continuance criteria. The eligibility criteria ensures that ABs demonstrate required sustainable capacity earmarking the basic minimal organizational requirements and necessities. The continuation criteria ensures continuity of an awarding body based on its performance against the monitoring and evaluation parameters.

Why not income tax returns are to be assessed through straight through process for less than income Rs. 50 Lacs subject to scrutiny for selected cases based later selection on intimation and refund when Straight through process assessment. i.e based on filing duly deducted any demand if any

There is no severe system for maintenance of Govt. funds in everywhere for govt. transactions because govt funds are not handled by technically qualified accountants. So CAs are working for public accounts. In Audit in many area like co-operative and other state audit and central audits are carried out by non-CAs. So the finance operations go weaker in day to day. From top to bottom CAs are to be appointed for Audit and Accounts like Doctors, Advocates do their business. So ICAI are to be awarde

In Audit and Accounts services of State and Central Govt. are mostly carried out by ordinary degree holders only which is the flaw for wrong system of accounts in the country. The Accounts and audit involves accounting standards, auditing standards, taxation laws but the unqualified degree holders doing audit from bottom to top of the country. Which enables weaker in finance utilization of the country which is not technique also. so CAs are standing in straight forward not agree politicians

In India Doctors doing medical services in private practices as well as in govt. service also where ever medical services needed doctors only doing. For legal services also carried out by Advocates only. But in Audit and Accounts services its not in practice. In income tax department ordinary degree holders doing Income tax assessment, the income tax returns are prepared by well practiced CAs. Here the CAs are working for public but not utilised by the Govt. for Assts. So CAs to be awarded
