Release of Draft 5th National Science, Technology, and Innovation Policy for public consultation

As India and the world reorient in the present context of the COVID-19 crisis, a new Science, Technology, and Innovation Policy (STIP) was initiated at this crucial juncture during mid-2020. For India to march ahead on a sustainable development pathway to include economic development, social inclusion and environmental sustainability for achieving an Atmanirbhar Bharat'', a greater emphasis may be needed on promoting traditional knowledge systems, developing indigenous technologies and encouraging grassroots innovations. The emergence of disruptive and impactful technologies poses new challenges and simultaneously greater opportunities. The COVID-19 pandemic provided a compelling opportunity for R&D institutions, academia and industry to work in unison for sharing of purpose, synergy, collaboration and cooperation.

The new Science, Technology, and Innovation Policy aims to bring about profound changes through short-term, medium-term, and long-term mission mode projects by building a nurtured ecosystem that promotes research and innovation on the part of both individuals and organizations. It aims to foster, develop, and nurture a robust system for evidence and stakeholder-driven STI planning, information, evaluation, and policy research in India. The objective of the policy is to identify and address the strengths and weaknesses of the Indian STI ecosystem to catalyse socio-economic development of the country and also make the Indian STI ecosystem globally competitive.

The new policy, STIP, revolves around the core principles of being decentralized, evidence-informed, bottom-up, experts-driven, and inclusive. Also, it aims to bring in the concept of dynamic policy with a robust policy governance mechanism incorporating features such as implementation strategy, periodic review, policy evaluation, feedback, and adaptation, and most importantly, a timely exit strategy for various policy instruments.
Keeping above in view, a STIP policy document ver 1.4 has been finalized and placed here after a detailed 4 track process of consultations during last 6 months beginning from May 2020. The process so far involved nearly 300 rounds of consultations with more than 40,000 stakeholders well distributed in terms of region, age, gender, education, economic status, etc. The STIP Secretariat was coordinated, supported, and guided by the Office of PSA, NITI Aayog, and DST. The formulation process, by design, envisioned as a very inclusive and participative model with intense interconnectedness among different tracks of activities.

Your suggestions, inputs and comments on the draft STIP will be invaluable towards finalization of the policy document. The way presently raw coal is burnt to obtain coke required for steel industry, the wanton extravagance of wasting energy and, moreover, creation of the great amount of air pollution in the process would be shocking to anybody watching. Something must be invented or some innovation put in place to curb this huge and dangerous waste. It is perhaps worthwhile to consider if The Draft 5th National Science, Technology, and Innovation Policy should include the above goal in the agenda.

Respected Modiji,The State Government Electricity board is squeezing extracting electricity consumer with huge amount electricity bills through slab rates that really shock electricity customers just like electric current of different volts.Electricity slab rate system is severe than Caste System.Your goodself,unified India by surgical measures like digital banking, ration card etc.I request to introduce nano technology, wind power, solar power to supply low cost electricity to all over India.

This Is My Suggestion It is say to be that the now used fuel(petrol) will available for5000years but as per our consumption it will be empty. we know that hydrogen is a good fuel with high calorific value,non pollutable nature,abundance,etc.... but it have many problems to make it as a fuel but we want to do so. In world countries Japan has started to do a great research on it as an example hyundai made an hydrogen car we want a field to research on hydrogen as a energy thank you a lot

Respected Modiji,Crazy, Zigzag,High Speed bike/scooter riding cause heavy fear & discomfort to peaceful bike riders&LMV drivers,also cause frequent unexpected fear accidents to pedestrians crossing roads &nearing traffic points crazy bike riders suddenly come to front occupying even a little road space cause fear,accident discomfort to behind vehicle drivers.I request to declare&prohibit zigzag riding as mental disorder& threat to public by law& invent an instrument to block zig zag bike riding.

5. Use our old scriptures as motivational texts, ask our scientists to use different ways to materialize an idea 6. We are way behind in finding simplified methods for mass production of any item. Need to be addressed 7. Importance shall be given to bioweapon & nuke defence systems. 8. Economics shall be considered a semi-scientific subject and needs a world-class research facility.

1. Create a standard open platform where people can publish & access their findings, innovations & papers for free. 2. Allow enthusiasts to access research centres disregarding their educational qualifications. 3. Find & nurture people who can actually come up with some out of the box or mad ideas which is futuristic. 4. Simplify the rules for getting a fellowship, examine their aptitude and interest via practicals than written exams
