Economy, being about Behaviour and Needs, influences Consumption, Saving and Spending patterns. Blue Economy is about sharing what Earth and creatures are primarily made up of, Water and its resources; Laws to regulate Needs [Needs' Assessment] and Audits can enable levels of sharing and national-consumption needs.

Blue economy policy is great. To do it successfully the main thing is to not only use less amount of water but also use it sustainable. Try to reuse water as when u wash vegetables and fruits don't throw or waste that water kindly give that water to plants.
#save water save life.

4. I heard lots of art things will in big ships. Then art shops also we can keep in coastal line or ports for public? Need to validate.
5. TV, newspaper coastal news or about ports knowledge can show or create awareness. Though I am in chennai, I was not much aware about ports etc. I think this will be normal persons scenario. Need to validate and take.
