With a coastline of nearly 7.5 thousand kilometres, India has a unique maritime position. Nine of its 29 states are coastal, and the nation’s geography includes 1,382 islands. There are nearly 199 ports, including 12 major ports that handle approximately 1,400 million tons of cargo each year. Moreover, India’s Exclusive Economic Zone of over 2 million square kilometres has a bounty of living and non-living resources with significant recoverable resources such as crude oil and natural gas. Also, the coastal economy sustains over 4 million fisherfolk and coastal communities. With these vast maritime interests, the blue economy occupies a vital potential position in India’s economic growth. It could well be the next multiplier of GDP and well-being, provided sustainability and socio-economic welfare are kept centre-stage. Therefore, India's draft blue economy policy is envisaged as a crucial framework towards unlocking country’s potential for economic growth and welfare.

The MoES prepared the draft blue economy policy framework in line with the Government of India’s Vision of New India by 2030. It highlighted the blue economy as one of the ten core dimensions for national growth. The draft policy framework emphasizes policies across several key sectors to achieve holistic growth of India’s economy. The document recognizes the following seven thematic areas.

1.National accounting framework for the blue economy and ocean governance.
2.Coastal marine spatial planning and tourism.
3.Marine fisheries, aquaculture, and fish processing.
4.Manufacturing, emerging industries, trade, technology, services, and skill development.
5.Logistics, infrastructure and shipping, including trans-shipments.
6.Coastal and deep-sea mining and offshore energy.
7.Security, strategic dimensions, and international engagement.

The Ministry of Earth Sciences (MoES) has rolled out the Draft Blue Economy policy for India by Inviting suggestions and inputs from various stakeholders including industry, NGOs, academia, and citizens. The draft blue economy policy document outlines the vision and strategy that can be adopted by the Government of India to utilize the plethora of oceanic resources available in the country.

Govt sponsored programs for fuel efficiency is vital.Most of the deep sea boats go for about 10 days trip.They have to carry water, fuel,ice.Which is substantial weight which could be avoided with some sort of big vessel carrying these items for offloading in high seas.This could be operated by societies. GPS based on board fuel consumption computer to be install ed.Thermal imaging of cold room to be done for better storage.Micro Desalina tion plants economically priced with NOIT -Contd--+

All boats should be as per Govt approved standards or designs for better fuel efficiency. The hull designs,propeller variable pitch or standard pitch should be tested with suitable test bench.As this will go longway for fuel economy.All deep sea fishing boats should have solar panels, small wind mills when stationery with proper gaurds.Fuel efficiency is the most important factor for fishermen. Individually they can do limited Govt sponsored programs for fuel efficiency is vital.Most of Contd-

Blue economy policy should have total communication corridor on territorial water by having towers with combination of wind mill or solar panels to be self sufficient.We have buoys, small islands at several locations in sea with hazard lamps it means there's a high point in the sea. This could be converted to a permanent structure with lights, satallite link, cameras & cellular phone.This can identify all registered vessels.To some extent weather conditions also can be monitored.

Aim : To position India as a major player in the Marine Industry of the Region 21. Nearby to major ports setup marine tourism stations, where from boating facilities are available with sunset cruise, speed boat drives, glass bottom boats, surfing, balloons and all other marine entertainments.

Aim : To position India as a major player in the Marine Industry of the Region 18. Identify islands in Andaman & Nicobar and Lakshadweep that could be leased for tourist resorts. 19. Tender and invite major players in this field running resorts in Maldives to setup luxurious resorts on lease basis for 50 years. 20. Establish sea plane terminal near Chennai and Kochi airport to ply seaplanes to these resorts.

Aim : To position India as a major player in the Marine Industry of the Region 15. To set up export zones along coastal line 16. Provide medical and life insurance coverage suitable for local fisherman and marine workers. 17. Establish recreational centers, educational facilities for local fisherman and marine workers.

Aim : To position India as a major player in the Marine Industry of the Region 12. To promote Deep sea fishing : To set up sea food processing units at major locations 13. To Train local fisherman on Deep sea fishing and Fishing Trawlers 14. To set up Deep sea fishing trawling companies at major location in each coastal state with each station having around 100 trawlers, once up and in running, publicly list this companies, then sell majority shares of these companies.

Create a Separate Ministry for Blue Economy Ministry under which the existing related ministries like fishing or marine shall be amalgamated. 11. Set up nodal offices online and on all major coastal prots and cities offices for Blue Economy Ministry

Aim : To position India as a major player in the Marine Industry of the Region 8. Develop all Fishing Harbors along the coastal line with the necessary infrastructure and warning and safety systems. 9. Adjacent to Fishing Harbors build harbor for tourist boats, private boats and yachts.

Bring international cruise liners to ply in domestic sectors like a cruise from Mumbai to Kolkatta, Chennai-Andaman where is all major en route ports and nearby places are covered. 7. Bring international cruise liners to ply in international sectors like Colombo-Kochi, Mumbai- Muscat,Chennai-Singapore etc.
