Inviting suggestions on draft Guidelines of NCVET on Grievance Redressal Mechanism-2021

The National Council for Vocational Education and Training (NCVET) was notified as an overarching skills regulator on 5th December 2018 vide notification No. SD-17/113/2017-E&PW. The NCVET is responsible for regulating the functioning of entities engaged in vocational education and training, both long & short-term, and establish minimum standards for the functioning of such entities.

NCVET has also been mandated to carry out following functions pertaining to grievance redressal:
a. Provide redressal to aggrieved person (s) against any listed grievances relating to the functioning of the recognized bodies under the aegis of the NCVET.
b. Require recognized bodies to redress grievances of their respective aggrieved person(s), and providing commensurate remedial actions, including any penalty(s).

NCVET has also been mandated to frame the guidelines on Grievance Redressal Mechanism by stating the obligations of recognized bodies to redress grievances and provide recommendations on establishment of a system of grievance redressal.

In pursuance to the above mandate, NCVET has developed the draft of ‘GUIDELINES OF NCVET ON GRIEVANCE REDRESSAL MECHANISM - 2021’.
This document encapsulates the categories of the grievances which will be dealt with by NCVET and its recognized bodies, the procedure to be followed by NCVET and its recognized bodies for addressing different categories of grievances submitted by the stakeholders. It intends to provide clarity on end-to-end processes of the grievance redressal mechanism. The guidelines also aim to describe the expected / possible outcomes of the grievance redressal.

Comments are invited from the public on the proposed guidelines by 30th September 2021

श्रीमान माननीय प्रधानमंत्री महोदय भारत सरकार को प्रार्थना पत्र सेवा में मैं रविंद्र वर्मा पिता श्री दीनानाथ वर्मा ग्राम व पोस्ट सुमेर गढ़ थाना श्यामदेउरवा जिला महाराजगंज उत्तर प्रदेश के स्थाई निवासी हैं और हम लोग एक गरीब किसान परिवार में पले बढ़े हुए हैं इतनी आमदनी नहीं थी कि हमारे मां-बाप हम भाई बहनों को एक अच्छी स्कूल और अच्छा जीवन व्यतीत करा सकें और हम लोगों को संस्कार जैसे चोरी बेईमानी झगड़ा मारपीट इन सब बुरी आदतों का शिक्षा सुधार देने में कोई कमी नहीं कि ।

सेवा में श्रीमान माननीय मुख्यमंत्री महोदय जी (उत्तर प्रदेश) सर, आपसे निवेदन यह है कि दिनांक 02/08/2021 (अगस्त)को बदायूं पुलिस लाइन में एम्बूलैंस भर्ती हुई थी कागज जमा करने के बाद ही पेपर शीट देकर 20 नम्बर का पेपर कराया गया था पेपर करने के बाद ही कह दिया था कि आपको ट्रेनिंग करने के लिए लखनऊ से कोल आयेगी ।सो सर, अभी तक तो कोई कोल आई नहीं है । सर,आप हमें ज्वाइनिंग दिलवाने की कृपा करें, आपकी अति महान कृपा होगी । आपका आज्ञाकारी ईएमटी सत्यपाल सिंह शाक्य गांव गुलाबगढ़ी

If I want to solve Grievance, I get more trouble & so, more Grievances.How to avoid it?Only by not wanting to solve grievance.CPGRAMS of DARPG is not correctly handled by most depts. If Grievance is not for a dept/ministry which receives it, it must send it to the dept/ministry which must deal with it. It is not sent & not replied to.Petitioner does not know result.Rule says that Nodal Officer of DARPG must vet reply sent to it before it sends to Petitioner. MsPriscaMathew,DARPG doesnot do it.

In our PM grievances cell, some departments are not covered. For example I wanted to submit a grievance to address the problems of students studying MBBS in foreign universities, but I couldn’t.

Dear Sir Please make amnesty scheme of all previous dues of taxes as to do business in this scenario is very difficult and tax department is doing assessment and than audit for the same, which is now harrasment for businesperson. Already small scale business community is in big loss due to corona please look into the suggestion for doing business smoothly

1. How complete system of grievances redressal evaluate delay and bring sense of urgency and fairness are important part. If various departments are involved in updating inputs then how it will be fairly and timely synchronised matters most. Time element is one of most important in redressal systems.
