The Ministry of Ports, Shipping, and Waterways, under the Sagarmala Programme, intends to create an ecosystem for the development of Ro-Ro (Roll-on, Roll-off) ferries and waterway transportation throughout the nation. When compared to traditional modes of transportation, this method of transportation offers a number of advantages, including shorter travel distances, cheaper logistics, and less pollution.

The draft guidelines aim to standardise and streamline the development and operation of ferry services, as well as, promote ease of doing business by reducing delays and conflicts, Additionally, guidelines will aid in boosting private players' confidence, hence expanding their involvement and encouraging healthy competition in such ventures.

The draft of Guidelines for Operationalization of Ro-Ro and Ro-Pax ferry service along the coast of India is issued for public consultation for seeking feedback and suggestions.

1)Eliminate the waiting time at berth for vessels plying regular services, rail ferries, ro-ro, ro-pax& container feeding vessels. 2) Ensure to make ferry service on schedule, no delay. 3)Develop electronic pre-booking with advanced payment system for RoRo/RoPax vessels at all ports 4) Have short port turnaround times, most relatively high frequency of services. This can make roro ships more round trips. 5)Develop more ferry boat routes. 6)Have strict regulations act for mandatory surveys for safe operation of roro ferry/high speed passenger services. 7)Ensure vessels record fuel used on voyages from their last port of call to a port of call where ship loads or unloads cargo, embark or disembarks passengers. If the ship calls into a port for the sole purpose of refueling,obtaining supplies, relieving the crew, dry docking/repair, stops for taking shelter due to adverse weather, rescue activities, then it should not be considered to be a port of call. 8)Form short-sea route networks.

श्रीमान महोदय देश में अति महत्वपूर्ण तटीय क्षेत्रों की सुरक्षा होती है इस पर बिशेष फोकस सरकार को रखना चाहिए । हमारा देश इस समय बहुत मुश्किल से गुजर रहा है देश वासियों राजनीति से अलग हटकर जरा देश के बारे में कुछ विचार करें और जातिपात छोड़कर एक होने का समय है बंटने का नहीं जय भारत वंदेमातरम।

1)Please work on long term viability of ferry industry which depends on various interconnection with ecological, environmental, economic & human systems. Ensure to handle issues like air quality at ports, greenhouse gas emissions, collision with dolphins/cetaceans, risks of collision & spillage & detrimental effects on water, litter from ferry passengers, erosion due to boats/vessel wake. 2)Identify suitable ferry subsidy contracts-Net subsidy contract or Gross contract or other. Net subsidy can be favorable for ferry operators where they can be granted to cover operational costs while the subsidy will only be difference between revenue & acceptable profit. In gross subsidy contract, operator collects fare on behalf of govt adjusted against subsidy. 3)Ensure customs procedures are quicker, less documentation & harmonized with international conventions. 4)Improve port process-berthing & handling of vessels, inward & outward clearance of vessels, cargo storage monitoring via info portals

To develop our coastal areas such other ecosystems related to sea and coastal areas should develop so that more rapid growth can be insured.

More this type of initiative should be taken around the sea and more no. Of new ports should be developed for fast and cheaper imports and exports in country

I remembered my some shipping experience for various RoRo services from vessel to power barge to jetty to spmt and vice versa. we need to look forward on guidelines. 1)Classify sea area for domestic voyages like where probability of exceeding 1.5m wave height is smaller than 10% over one year& not more than 2.5 nautical miles from the coast, sea areas which is less than 20NM from line of coast, sea areas where the probability of exceeding 2.5m wave height etc. Based on these sea areas, then categorize the ships following into it while ensuring all safety inspections of ro-ro ferries & high speed passenger craft are maintained. Ideally, ship should be designed to handle 4m /5m significant wave height to ensure flexibility or second hand value. 2) Suggest ferry operator to submit pre-boarding notification as freight which will serve as revenue. 3) Define Ferry Market- commuter ferry, fast ferry, car ferry, cruise ferry, ro-pax, ro-ro, with travel motive - transportation/entertainment
