Marine transit may prove a practical and even necessary solution for fast-growth cities in the developing world, where mass transit infrastructure development has not kept pace with population growth and the rise of a new middle class and their cars.
City face challenges in reviving their waterborne transport options. They are costly to establish and operate, including vessel and terminal costs, especially if they operate year-round on open waters, which requires high safety standards. Lot of ferry services are unprofitable, and require government subsidy and/or additional services to increase viability.
RO-PAX Ferry services would provide basic mobility, reduce congestion costs, or avoid the need to expand bridges.

How to attract private investors to the ro-to / ro-pax project?
Providing new opportunities…
1. Own private sea port servicing large vessels.
2. Provide vessels / ships on rent?
3. Build servicing centers - restaurants, ATM, petrol pump, rest rooms etc
4. Family entertainment biz like aquarium, museum, water games etc
5. Hotels
Privatization will Increase Competition: Immunity From Political Influence, Tax Reductions and Job Creation.

Some parts of India is already extensively using this and it's a well established service out there as Kochi (Cochin) Ferry service that takes you to places watch the video and be amazed https://youtu.be/k2H9e6grV64 , but there are places in India where in the ports large container ships can't enter and have to dump the cargo way off (as Haldia in Bengal which is 50 km off Kolkata). If we can built a parallel support system in the water ways nothing like that. It will add to the diversity. In our neighbouring nation Bangladesh waterways are the dominant ones and it proves the point that such an ecosystem can be built in our country with care.

India can attract many foreign tourists through this ferry services. A package tour connecting all important ports and arrange for local site seeing. An exclusive Foreign Ferry Facility (FFF) with all facilities to attract the foreign travellers will fetch more foreign exchange. After getting their Tourist Visa they can book the ferry. From the Airport they should be received and taken to this ferry. Destinations wise these Ferry service should be available for public. Anyone can book this Ferry service and travel comfortably. For family trip bulk booking with some concessions on advance booking will attract many local tourists.
Quality service should be provided and the amount for cancellation should be settled immediately and the seat can be alloted to the next waiting passengers. Ticketing system should be transparent and no middleman service is allowed. Anyone can book tickets online easily. Easy payment gateway and E pass should be there.

transport cost Heavy road transport
may be reduced Especially for
export and import and for
