The Ministry of Ports, Shipping, and Waterways, under the Sagarmala Programme, intends to create an ecosystem for the development of Ro-Ro (Roll-on, Roll-off) ferries and waterway transportation throughout the nation. When compared to traditional modes of transportation, this method of transportation offers a number of advantages, including shorter travel distances, cheaper logistics, and less pollution.

The draft guidelines aim to standardise and streamline the development and operation of ferry services, as well as, promote ease of doing business by reducing delays and conflicts, Additionally, guidelines will aid in boosting private players' confidence, hence expanding their involvement and encouraging healthy competition in such ventures.

The draft of Guidelines for Operationalization of Ro-Ro and Ro-Pax ferry service along the coast of India is issued for public consultation for seeking feedback and suggestions.

Properly trained and experienced staffs should be appointed to handle this service. The appointment process should be transparent and no recommendation or personal influence from anyone. The recruitment should be purely merit based and not on reservation based appointment. Every details on recruitment, tender and other formalities should be transparent and it should be posted in a dedicated website where anyone can apply. Regular updates on the website with the tariffs and facilities available should be put in the website. A complaint redressal team and 24/7 Helpline with E mail id to take immediate action on the complaints on deficiency in service should be there. While booking any service complete details about the user has to collected. If it's a company their full details has to be submitted. If that company has clean slate of accounts a discount can be given to their bulk and regular bookings. This will encourage many people to pay their tax promptly and maintain clean slate.

जल परिवहन सेवाओं के विकास के लिये सरकार के सतत प्रयास सराहनीय है।ये सेवाएं देश के समुद्रों के साथ बड़ी बड़ी नदियों में भी शुरू होना चाहिये।नदियों में जल प्रवाह के लिये बांधो की ऊँचाई घटाने की ओर भी सरकार ध्यान दे तथा भविष्य में नदियों पर बनने वाले बांधो की ऊँचाई ज्यादा न बनाई जाए।नदियों में बारहों महीने पर्याप्त जल रहे ।इस ओर सरकार का ध्यान जाना चाहिए।

जी प्रधानमंत्री जी, भारतवर्ष की सीमा तीन तरफ से समुद्र से लगती हैं ये हमारे देश को प्राकृतिक रूप में मिली एक सौगात है परन्तु अब से पहले की सरकारों ने इसका सकारात्मक पहलू ना समझा ना जाना। आपके नेतृत्व वाली सरकार इस प्राकृतिक रूप का देशहित में लाभ उठाने हेतु प्रयासरत है बड़ा ही सराहनीय कदम एवं उल्लेखनीय कार्य होगा। इससे पर्यावरण भी शुद्ध रहेगा सड़कों पर भार में कमी होगी जान ओ माल की भी काफी सुरक्षित होगा। अतः Ro-Ro यानी जल में परिवहन हमारी अर्थव्यवस्था के लिए महत्वपूर्ण एवं मील का पत्थर साबित होगा।

Honorable PM Modiji, Aap ko sadar pranam,muze ek vishay pe lagta hai ki india ko Tax system mai jyada kaam karne ki jarurat hai agar example ke taur par kaha jaye manlo agar America,Japan ya koi Anya desh India Mai investment Mai karte hai to unko bhi same tax Dena padta Jo ki unko bahut sasta lagta hai as per Indian currency lekin same tax agar Indian investors dete hai to bahut lagta hai muze lagta hai aap Indian company ko jyada Rahat Dene ki jarurat hai dhanyawad

Cont'd---We have 12 major ports which have to handle domestic & international cargo. Apart from this we have 200 minor ports. In large ports unloading directly to small ships or barges for onward shipping can save road travel. But there are issues like customs, barges have lower draft and operate within a smaller radius. To make pvt participation successful return on investment & savings for the shipper is vital. To have good facilities investment has to be made on mechanization. Things will work out only with good connectivity to highways from small towns. Also operating space in small ports with proper roads & wharf in minor ports for small ships & barges.There are medium size harbors which can handle smaller ships needs railway & good national highway connectivity. Quick transit of shipment with less hassles. These are my views China is struggling with a small coastline. We have vast coast utilizing intelligently to save fuel to become green & developed country utilizing manpower.

National success of transportation is managing with minimum energy requirements. The energy consumption is least in water next comes railways. Road transport is convenient but needs more energy compared to railway. Shape of our country is triangular in the south with two sides starting from kanyakumari to coast of Gujarat & the other upto coast of West Bengal. Average distance between major ports 350 to 800 kms and can cater to 300 to 450 kms radius inland on both east & west side. Northern India is wider and the most economical transport is railways. And wherever rivers are available barge or boats. But the movement is restricted to certain cities or towns & depends upon the type of cargo to be moved with minimum handling. We have 12 major ports which have to handle domestic & international cargo. Apart from this we have 200 minor ports. 1. A coast guard unit also attached with each ferry transport so that it will be act as coast patrolling and safety of the ferry transport too. 2. The Agniveer should gives opportunity in this so that the employments of trained people can be utilised in right way. 3. Few % of local people near ferry ports also considered for employment as they have better understanding of the area.
