in initial stage government should start ro ro farry on its own. just like state run system. farry boats can be out soursed on rental basis for five years. after five years on looking towards scope and profitability private operators will come in compitition. speed boats for passenger only can also be allowed for speep to attract passengers. speed boats will become more attractive.
