The Ministry of Ports, Shipping, and Waterways, under the Sagarmala Programme, intends to create an ecosystem for the development of Ro-Ro (Roll-on, Roll-off) ferries and waterway transportation throughout the nation. When compared to traditional modes of transportation, this method of transportation offers a number of advantages, including shorter travel distances, cheaper logistics, and less pollution.

The draft guidelines aim to standardise and streamline the development and operation of ferry services, as well as, promote ease of doing business by reducing delays and conflicts, Additionally, guidelines will aid in boosting private players' confidence, hence expanding their involvement and encouraging healthy competition in such ventures.

The draft of Guidelines for Operationalization of Ro-Ro and Ro-Pax ferry service along the coast of India is issued for public consultation for seeking feedback and suggestions.

Ro-Ro cargo ferry service can be beneficial only if distance,time can be saved. Water transport is the cheapest as it can carry more load for the fuel spent. As we have a large coastline shipping is a better option as it will reduce traffic congestion on road. The main problem is shipping time & freight vs road transport time & freight. Always shipping freight is less with quantity. Port charges, loading & unloading, inland transport,time delays makes it not a good option for smaller quantities. There are issues like type of vessel which can enter small ports as estuaries which needs frequent dredging unless it's a natural port. Also depth of wharf & the river. Generally the loading & unloading happens on one side need large cranes to handle with cantilever or on board crane. Small containers of 2 to 5 ton is a good option for quick disposal on small trucks. Mechanization with quick loading & unloading of vessel carrying about 500 to 1000 tons with small draft. madam/sirs the boarding and disembarking gates to be separated at a distance and they should withstand all types of weather extreme conditions and aligned for both high and low tides

The guidelines encompass the two aspects of ferry operation namely; concessions for terminal operation and license for operation of Ro-Pax vessels
