The Ministry of Ports, Shipping, and Waterways, under the Sagarmala Programme, intends to create an ecosystem for the development of Ro-Ro (Roll-on, Roll-off) ferries and waterway transportation throughout the nation. When compared to traditional modes of transportation, this method of transportation offers a number of advantages, including shorter travel distances, cheaper logistics, and less pollution.
The draft guidelines aim to standardise and streamline the development and operation of ferry services, as well as, promote ease of doing business by reducing delays and conflicts, Additionally, guidelines will aid in boosting private players' confidence, hence expanding their involvement and encouraging healthy competition in such ventures.

The Sagarmala Project will help in creating an interlinking between railways, roads, and water transports. It will eventually decrease the price of several commodities, as water transport is cheaper by 5%-6% compared to other transportation modes. Further, it will help in increasing the GDP of India.

The project will help people living near ports to sustain a better life and earn well. The money will help in the development of rural areas near coastlines or ports. Moreover, better traveling options will increase the tourism of such critical places as well.

Water transportation causes relatively little environmental pollution, but sometimes oil discharge from tankers seems to be the major problem to this mode of transportation.
Ro-ro ferry service is currently implemented in India for ocean transport. Proper caution is required if it is extended to inland water transport on rivers. Water pollution can lead to water-borne diseases for people using polluted water for drinking, bathing, washing or irrigation
As part of this policy Government should budget the task of cleaning the 8 major rivers. The motorized machine called Trash Skimmer can collect all kinds of floating matter in river.
