The Ministry of Ports, Shipping, and Waterways, under the Sagarmala Programme, intends to create an ecosystem for the development of Ro-Ro (Roll-on, Roll-off) ferries and waterway transportation throughout the nation. When compared to traditional modes of transportation, this method of transportation offers a number of advantages, including shorter travel distances, cheaper logistics, and less pollution.

The draft guidelines aim to standardise and streamline the development and operation of ferry services, as well as, promote ease of doing business by reducing delays and conflicts, Additionally, guidelines will aid in boosting private players' confidence, hence expanding their involvement and encouraging healthy competition in such ventures.

The draft of Guidelines for Operationalization of Ro-Ro and Ro-Pax ferry service along the coast of India is issued for public consultation for seeking feedback and suggestions.

Safety methods should be Strictly followed. Each ferry should be made by using materials which doesn't catch fire or get damaged easily. It should be fire and water proof. Adequate emergency exits with needed space should be there. Each ferry should not carry excess passengers or weight and should follow the precautions. If the ferry carries any costly goods it should have adequate security personnel to escort. No liquor consumption is allowed inside the ferry. CC TV Cameras at entry and exit passage has to be installed. A separate seating area for ladies and physically challenged persons with their escort is a must. Anyone carrying an contraband items like drugs, narcotics or any banned items and weapons should be immediately arrested and sent to jail for a maximum of 10 to 15 years. There should not be any delay with judicial process. Then only the culprits will have fear. Anyone causing damage to ferry should be punished and the cost of the damage has to be recovered from them.

Hon’ble prime minister The ferry transportation system is welcoming one to connect areas 1. Water hygiene must be followed 2. Disposal of waste in ocean and selfie photographs must be restricted otherwise aquatic system will get disturbed 3. Entry tickets must be at affordable cost. Government can make it very good way with coordination with officials

Further to my comments. 20. Document shall be clear that what bidder needed to do. In scope of work inclusions and exclusions shall be categorically mentioned. 21. Engagement of subcontracts shall be with client consent. 22. Contractor and subcontractors shall be from approved list. 23. Material shall be used from approved list.

Further to my comments 17.in draft needed information shall be included so as to get the bidder tentative knowlege about project to bid properly. 18 in draft tentative ' Bill of quantities ' shall be included for major items. 19. Feasibility study shall be conducted where ever felt necessity.

Further to my comments 14.for development and operation , the document shall contain number of waterway segments, length, width, depth shall be mentioned for referance of bidders. 15.suffecient ramps at suitable inclination shall be considered. 16 due to two way trasport , sufficient width of waterways shall be considered , by keeping in mind the width of vessel , length of vessel, number of vessels passing in case of emergency and operational clearances between vessels.
