The review of large passenger ship safety, initiated by the Organization in 2000, is an example of a proactive holistic approach to the consideration of safety issues pertaining to passenger ships, with particular emphasis on large cruise ships.

In response to those incidents, IMO has adopted a series of amendments to the International Convention for the Safety of Life at Sea (SOLAS) which are intended to ensure that incidents of that type would not re-occur.

The total number of ferries worldwide at 1 January 2006 (excluding ferries less than 1,000 gross tonnage) was 1,162, with a combined capacity of 1.15 million passengers and 226,210 cars or 769,210 lanemetres of commercial vehicles. Combined gross tonnage was 12.8 million and the average age of the fleet was 21 years.
