The Ministry of Ports, Shipping, and Waterways, under the Sagarmala Programme, intends to create an ecosystem for the development of Ro-Ro (Roll-on, Roll-off) ferries and waterway transportation throughout the nation. When compared to traditional modes of transportation, this method of transportation offers a number of advantages, including shorter travel distances, cheaper logistics, and less pollution.

The draft guidelines aim to standardise and streamline the development and operation of ferry services, as well as, promote ease of doing business by reducing delays and conflicts, Additionally, guidelines will aid in boosting private players' confidence, hence expanding their involvement and encouraging healthy competition in such ventures.

The draft of Guidelines for Operationalization of Ro-Ro and Ro-Pax ferry service along the coast of India is issued for public consultation for seeking feedback and suggestions.

Ro-Ro ferry and waterway transportation, as per the government, can be highly advantageous by reducing travel time, improving the cost of logistics and by lowering pollution in comparison to the conventional mode of transportation.

The guidelines encompass the two aspects of ferry operation namely - concessions for terminal operation and license for operation of Ro-Pax vessels.

All ports should be maintained cleanly. There should be a proper and adequate parking slots. Adequate entry and exit points. Separate passage for Physically Challenged people and senior citizens. Ramps and Wheel Chairs and battery car facilities must be provided. Passengers ferry services and Goods services should be separate. So that there will be less crowd and less chaotic. A separate entry for heavy vehicles and big container lorries to load and unload the goods to ferry should be there. Proper lighting arrangements throughout the port. Staying facility for the drivers who bring goods. Once a consignment is booked an automatic allotment of room with toilet and bathroom for all the long distance drivers will help them to take complete rest and return back. A quality food stall at reasonable rates for all the passengers has to be there. Adequate CC TV Cameras should be installed at all vital points to track. A police station should be there to seek help during the travel.

Hello.. Here are my suggestions. 1. Being Sustainable transport solution - Vessels & CO2 Emissions - Need to be a mix of fossil-fuel powered, Electric ferries or Hydrogen-powered? Note - Charging Infrastructure becomes a pre-requisite. 2. Being Intermodal Transport & MaaS - Mobility as a service (MaaS) - Consider the Integration of passenger ferry services with land transportation. - An Integrated Digital platform for end-to-end journeys covering the aspects, Planning, Ticketing and Payment. - Similar thoughts on last-mile freight delivery. 3. Route Scheduling - Consider operating at optimal frequencies based on time & day of operation and demand. - Possibility of O-D pairs proposed clashing with any LCC routes and hence the need to consider competition from the LCCs and pricing strategies. 4. Performance Standards & Customer Experience - Real-time information - MaaS / Integrated ticketing - Seamless transfers - Frequency of services Thank you.

Ports of olden days - ancient ports should be identified and revived. Should not be privatised. Mangroves on coasts should be protected. Should consider the problems of infiltration, smuggling, antinational activities etc.
