Inviting Suggestions on Draft India Data Accessibility & Use Policy 2022

The draft India Data Accessibility and Use Policy was published on MeitY website on February 21, 2022. Since its publication, MeitY has been receiving several comments and suggestions on the draft policy. It’s also observed that there is a need to bring in some more clarity with regard to some of the clauses in the draft policy so that the objectives of the Data Accessibility policy to enable better services is made amply clear. These clauses will be finalized after getting inputs of stakeholders in the consultation process Accordingly the draft policy document for consultations is being shared here.

It also face pushback from big tech companies whose business model is based on the monetisation of large-scale data collection model, similar to the one proposed by the IT ministry.

the new policy will encourage data sharing among government departments and potentially help the investor ecosystem, others are wary of the state’s control extending further as there will be a financial incentive to collect more data.

People should be asked before using their data All the collected data should synchronised Proper data protection law Only relevant data should be taken

Due to inadequate government data capacity, injection of external capacity in data cells of respective line ministries/departments/agencies should be done properly. Few restrictions should be provided for sharing of detailed high value data set with trusted users also. Risk associated with data sharing to be minimized by proper laws and restrictions applied.

A well structured mechanism for monitoring data of ministries/departments/agencies should be developed and regular release of high value data set should be ensured. Inadequate data discoverability, sub optimal inter government data sharing, duplicating of data and poor planning should be avoided and comprehensive and updated data inventories should be prepared.

Increased sharing of data across the public and private sectors will increase administrative efficiency and enable citizen centric services. Availability of high-quality and reliable data will help in catalyzing digital innovation for public goods and will create new economic opportunities. Unlocking of data will help in strengthening evidence base for policy development and public administration as well as bringing targeted benefits to citizens.

The volume of data is set to grow exponentially due to rise of citizen interaction with public digital platform and India’s growing digital population. Data is valuable economic and social resources offering enormous opportunities to citizens, government and businesses to make better informed decisions and develop innovative products as well as services. Harnessing of those data is necessary for our ambitions of Trillion Dollar Digital Economy.
