Inviting Suggestions on Draft India Data Accessibility & Use Policy 2022

The draft India Data Accessibility and Use Policy was published on MeitY website on February 21, 2022. Since its publication, MeitY has been receiving several comments and suggestions on the draft policy. It’s also observed that there is a need to bring in some more clarity with regard to some of the clauses in the draft policy so that the objectives of the Data Accessibility policy to enable better services is made amply clear. These clauses will be finalized after getting inputs of stakeholders in the consultation process Accordingly the draft policy document for consultations is being shared here.

data access is common to all in many theoretically computer and mobiles but it is not a policy this access shows some trouble to different kinds of manner

Any one who are accessing data should enter the portal through his Adhar card number. All data's shall be available in different languages which is using in different states. Misusing of data shall be punishable. Updating data on time is very important and if any delay in updating shall be punishable to concerned employees

In the policy document, MeitY says that the policy aims to radically transform India's ability to harness public sector data for catalysing large scale social transformation. Any data sharing shall happen within the legal framework of India, its national policies and legislation as well as the recognised international guidelines. This policy will be applicable to all data and information created/generated/collected/achieved by the government directly or through authorised agencies by various ministries/departments/organisations/ agencies and autonomous bodies. India Data Office (IDO) shall be set up by the MeitY with an objective to streamline and consolidate data access and sharing of public data repositories across the government and other stakeholders. personally I think the Bill will serve the above purpose, yet see what else suggestions are put forward by the stakeholders. Afterall it's a timely initiation in the right direction.

Collecting accurate data in vast population takes time ,by the time data is collected ,things get changed at time of using data ,beyond certain tax returns ,each business entity need to upload monthly data on business done ,product ,no of employees ,marketing demands ,type of product ,specification of product ,age of employee ,salary of employee ,supply ,demand quantity and entities of it ,directory of such entities ,location of demand ,types of people demanding which types of product ,vacancies ,lay off ,production supply quantity ,rates etc ,which gets collected in seprate national ,state servers ,from which any enterpeuner can analyse and have startups or consolidate further ,instead of trial error or luck or assumptions ,causing losses in many cases ,including all govt dept like no of building approved ,no of loans granted in which sector by which bank ,no of flats supply ,its location ,its rate ,export index of each product ,different nation names ,addresses of venture capitalist

Each institution must have a data cell accompanied by a group of tech-savvy, data is the new oil, there must be a fair competition in tele-provider as without internet data is nothing, FDI and foreign companies like neuro link must be given a chance with proper rule and regulation.

Access to data will be as broad as possible, consistent with the classification of the data, role(s) and responsibilities of the user, and level of training. Data will be classified according to its sensitivity to unauthorized exposure as per the standards defined in this document.
