Inviting Suggestions on Draft India Data Accessibility & Use Policy 2022

The draft India Data Accessibility and Use Policy was published on MeitY website on February 21, 2022. Since its publication, MeitY has been receiving several comments and suggestions on the draft policy. It’s also observed that there is a need to bring in some more clarity with regard to some of the clauses in the draft policy so that the objectives of the Data Accessibility policy to enable better services is made amply clear. These clauses will be finalized after getting inputs of stakeholders in the consultation process Accordingly the draft policy document for consultations is being shared here.

रोका नहीं जा सकता श्रमिकों का पलायन"..सौ प्रतिशत सही है! मेरा अनुभव तो यह रहा है कि यह श्रमिक पलायन नहीं प्रतिभा पलायन होता है! क्योंकि इनकी प्रतिभा भी तो प्रतिभा होती है केवल डाक्टर, इंजीनियर, कम्प्यूटर प्रोग्रामर, साफ्टवेयर इंजीनियर, वकील, सीए, पत्रकार, लेखक-ही प्रतिभावान नहीं होता ! यह श्रमिक वर्ग भी टेक्नीकली स्किल्ड हैं! आज दुनिया भर मे इस तरह की प्रतिभाओं की बहुत कमी है ! पिछले दिनों ब्रिटेन में ट्रेंड ड्राइवरों की कमी से हजारों वाहन ट्रक वगैरह ठप्प पडे रहे थे वहॉ की सरकार ने दुनिया के देशों से मांग की, बडी मुश्किल से बीस प्रतिशत ही आपूर्ति हो सकी थी! यह पलायन स्वीकार्य ही है! भारत मे भी तो दूसरे देशों से लोग आते हैं, हम भी बुलवाते है! इसको हमारी राज्य सरकारों को अपने प्रदेश के विकास से जोड़कर देखना होगा! पंजाब के सीएम चन्नी ने 'यूपी, बिहार के भइये् ' वाली बात ऐन चुनाव के वक्त कहकर मीडिया मे ओर राजनैतिक स्तर पर बहस का मुद्दा जरूर बना दिया लेकिन मैदानी स्तर पर हकीकत यह है कि इसका कोई प्रभाव नही पडने वाला! भारत एक प्रजातान्त्रिकदेश है"अनेक धर्म और एक राष्ट्र"

Use Block Chain Technology and store citizen data linked to Aadhar card in order to facilitate National Security and National Schemes for citizens.

Stock market data & financial frauds. One can not deny the fact that stock market in India is manipulated in some ways by private companies & corrupt officials from stock exchanges. Common people in country losing their hard earned money just because of this manipulation in stock market. So government must take serious steps to protect the stock market data with high confidentiality & punish those who manipulate these things and play with economy of India. Make it a fair business.

1. All personal data of every citizen should be stored/maintained against AADHAAR card # by the GoI and share that info on request basis just like how ADHAAR verification is done now. 2. Any company maintaining Indian Citizens Info must be stored within India in encrypted format. 3. Any document print/photocopy must have unique code printed to avoid document misuse. 4. Marketing calls must end to improve productivity of Citizens. 5. Financial data stored against AADHAAR must be used across GoI departments as one source and returns filing and compliance must be reduced to zero, especially for businesses. 6. There should be a single source of Assets info against AADHAAR card of every citizen that may stop bribe demands by the officials to a large extent in Government Departments and private companies.

Misuse of Matrimonial website data and crime against Women. Recently Pimpri Chinchwad police in Maharashtra arrested two fraudsters from Bengaluru city for posing as central government employee and cheating several girls looking for grooms on Matrimonial site. Girls were harassed mentally and physically. Many such cases happened in the past but no strict action is being taken by Government as if government itself silently supporting such frauds. Sensitive data about women on Matrimonial sites should not be easily available to public. Matrimonial sites do not verify the background of their members like job & profession. So the cheaters use this data to deceive & exploit women. Some screenshots attached here.

I think professional data on online Job portals is not safe. Banks, Construction builders, insurance service providers using this data for commercial purpose. They are calling the job seekers for their own business gains like selling flats, credit cards, insurance policies etc. If a candidate has uploaded his professional details to seek new job opportunities then that data must be used for same purpose. Those who misuse this data should be penalized & hardly punished with imprisonment.
