To achieve large scale digitization fallowing problems should be considered important.
A)excessive load on infrastructure.systems should be in enough quantity.
B)improper maintenance,low quality ,delayed grants and leakages in technology up gradation.infrastructure should be held under someone 's responsibility and frequent ,feasible,quick methods of inspection should be installed.
C)lack of proper control ,guidance ,training of government officials.

माननीय प्रधानमंत्री जी,
सबसे पहले तो इस डाटा को डिजिटलाइज करने के लिये उपयुक्त व्यक्तियों का चयन हो ताकि वर्तमान में जो त्रुटियां हो रही है उनसे बच सके और भविष्य मे यह दोबारा ना हो|उदाहरण के तौर पर-मतदाता पहचान पत्र एवं आधार कार्ड को ही ले लिजिये ,जिनमें कि लगभग आधे पहचान पत्र मे या तो अधूरी जानकारी है या फिर त्रुटिपूर्ण|
उसके बाद ही अन्य कदम उठायें|
इसे प्रभावी करने के लिये डाटा का साईज कम करें(मतदाता पहचान पत्र,आधार कार्ड आदि के जगह पर एक ही पहचान पत्र),जिससे कि आम आदमी चक्कर ना काटे|

REAL TIME MONOTORING OF ALL THE TAXES CHARGED FROM THE INDIVIDUALS/INSTITUTIONS TO BE MANDATORY AND LIKE REWARD POINT IT HAS TO BE REFLECTED ON THEIR MOBILES IMMIDIATELY LIKE TRANSACTION AT ATM. ALL THE DATA MAY BE SHARE WITH INCOME TAX DEPARTMENT ALSO. MAJOR OUTLETS AND SERVICES MAY BE A PART OF INITIAL TRIALS.

I don't know what documents to be digitised first. But, I think that government should start with making sure the new documents (data) from different government services should be done online. So, instead of filling the paper forms, the citizen can fill it online and get a token generated. This way, people as well the government can track the progress of a file in a department and it would reduce the chances of corruption significantly.

Land Records should be degitized first. 7/12 must be updated. The owner name changes only after sale / gift etc at Registrar office. Hence the power to change the name on 7/12 should be given to Registrar instead of Talathi. A software can be made, which will automatically change name of Land Owner at the time of registry. Which will update the 7/12 automatically on website. Hence a land can not be sold to multiple people at a time.

UID Card should have space for permanent (not changeable in ones life time)and unique ( not mentioned in any other UID card)mobile number.
UID Card should also have a space for Income Tax PAN Card Number.
UID Card should also have a space for Permanent Bank Account Number.
UID Card should also have a space for Voter Card Number.
UID Card should also have a space for Driving card Number.

All the land records to be digitised from the first base year. From that year search the owners of the land and then verify and digitise their heirs and successors. So all non citizens can be segregated by giving them noncitizen cards.

First all records in local state and central government bodies like village office, panchayath ,municipal office where personal assets are recorded. It should be done carefully and to be verified by indivual.
