Raise personal taxes base level in steps. What I found after joining the class I service of the government in 1970 is that only people who work on salaried basis pay the tax. Half the amount is collected by tax officers to help the businessmen. Recruitment of tax, purchase dept etc of GOI state etc, are done on a coaching basis esp run by the church. It is time to make recruitment more transparent and protect the salaried class by removing personal tax in steps.
