the efficiency report card of the farmer by village level watchdog should form a basis for cumulative and consolidated monetary and technological assistance for current season with social audit clause.it will reduce the no. of interactions of farmers with authorities and and various agricultural schemes will become holistic in impact. it can be construed as doing agriculture road map. similarly the agriculture graduates have to be transformed as tpa of agriculture with govt. incentives

the agricultural supports policies like farm loans,msp policy,fertilizers subsidy,rsvp etc is not adequate as they failed to help farmer.a mission mode ,conditional system for increase in agricultural yields is needed.onus must be on agricultural graduates.village level agriculture graduate groups linked to a agriculture university with mandatory condition of staying in linked village with mission to improve yield of the produce which the farmer is producing is to be thought of.

the increased fund allocation to states/schemes/autonomous bodies should be based on performance of previous one on quality and quantifiable parameters and officers/ministries responsible for poor work should be publicly admonished in a performance report to be widely publicized. we can't have a single state usurping all national resources basis a lofty election promise.

Sirji, 15 Ideas for Budget 2015 are given / uploaded herewith for your kind consideration please:- Part 1/15: KICK START A SWACHH BHARAT FUND MOBILISATION TO FUND THE CLEAN INDIA MISSION WORKS Allocate a fund / grant for “Swachh Bharat Abhiyaan” with a proper mechanism to work with States. Govt can either take a nominal Rs. 100/- from each tax payer for this fund. RS. 100 MAY BE SYMBOLIC, BUT THE MOVE COULD HELP IN INSTITUTING A RESPONSIBILITY IN EACH ONE TOWARDS THIS MISSION.

Part 2/15:CLEAN INDIA CESS A LA EDUCATION CESS FOR SWACHH BHARAT FUNDING:- In order to galvanize & give thrust to “Swachh Bharat” works all over India on a continuous basis, A SMALL % OF CLEAN INDIA CESS can also be thought off, in order to fund this works / programme throughout. Sure, everyone would whole heartedly welcome this initiative as “CLEANLINESS PAYS OFF” & a clean India will make our nation healthier & wealthier.

Part3/15:START ‘SWACHH BHARAT’ GUARDS (SBG GROUP) FOR SWACHH BHARAT WORKS:- In the line of Home Guards, we can have “Swachh Bharat Guard” force, from our youth, college students & interested social servants, for a nominal payment /honorium to these noble mission of assisting / coordinating / supervising the job through local municipalities / NGOs / Social Institutions etc.. with proper delegation of responsibilities & some honorium for their service.

Part4/15:STOP IMPORTING SUB-STANDARD CFL LAMPS FROM EASTERN WORLD WITH POISIONOUS MERCURY INSIDE:- In the name of saving power/energy conservation, lot of sub-standard CFL lamps are being imported (DUMPED!) from these countries, which hardly run for a month or two. AFTER ITS USAGE, THE FUSED LAMPS WITH POISONOUS MERCURY GOES STRAIGHT TO OUR MOTHER EARTH POISIONING THE BHARAT MATA.

Part5/15:INCREASE THE ‘IMPORT DUTY’ FOR SUB-STANDARD CFL LAMPS FROM EASTERN COUNTRIES : - IN A WAY, WE ARE IMPORTING THESE SUB-STD CFL LAMPS (WITH MERCURY) TO POISION OUR MOTHER EARTH. LET’S STOP THIS. If we can’t stop this, LET’S DOUBLE THE IMPORT DUTY so that, its usage is curbed. Else, those who cannot afford branded CFL are forced/cheated to buy these lamps for cheap rate & in lieu, we get sub-standard quality & poisonous mercury in return.

Part6/15: ALLOT ENOUGH FUNDS FOR LED LAMP R & D BY GOVT BODIES / R & D INST:-. We all know now that, LED saves energy, but, LED lamps are still out of reach from poor & very few can afford the branded/ trust worthy LED lamps now. But, just as we have seen the dwindling price/cost of Digital Electronics products (Such as PC/Smart Phones etc..), cost LED can also be brought down thru’ R & D in this field. Allot funds for that.

Part 7/15:GIVE TAX SOPS FOR R & D IN LED LAMP AREA FOR PRIVATE COS / FOREIGN FIRMS:- In order to bring down the price of LED, we need lots of R & D in this field and let’s give tax holidays / sops to those firms who’re in this business, those who want to do R & D in this field and help bring down the cost of the LED – to make affordable to the needy persons & in the process, we can save lot of energy.
