First priority should be to stop further generation of illegal money. Device for payment of various bills and fees shall stop further generation of black money. Even small transactions should be through debit/credit cards. Another aspect is the government should reduce her responsibilities. One is fixation of rates/fees.Government should make it compulsory to display these prominently and people should find suitable service provider. Let cost be reduced through competition and not artificially.

The government should develop a device for payment of local and state/central government taxes where the debit card should be used for transferring amount to a specific account. On successful transaction the device should give printed receipt showing device location and government seal. This will ensure ease of payment and collection of revenue for the government on time. This type of machine may be made available in market for use by traders and industries where public has to deposit money.

Another important item is a new PF account with unlimited deposits. Withdrawals from such account should be treated as income and deposits as savings.

Direct tax should be on expenditure rather than on income. Expenditure should be estimated as difference between income and authorised savings. Authorised saving should include assets created in addition to present accepted savings. Income in addition to present system should include money collected by selling assets. There should be time period limit of a particular financial year.
