In the budget, encourage manufacturing in non-auto sector for personal use which uses components in dollars in kit form. Many MNC auto companies import in kit form using Dollars, pollute by selling their vehicles and also need petrol / diesel which needs dollars to run their vehicles. Curb production of such vehicles –especially for personal use. Take steps to reduce or eliminate generation of fresh black money especially in reality sector.

Give tax holiday of 5+5 yrs for agriculture waste eg bagasse to make bio degradable shopping bags,plates,glasses,spoons,cups and impose a countrywide ban on the above mentioned items made from plastic and styrene I.e. Petroleum based.

Tax relief to schools and educational insitutions which provide their infrastructure as well as teachers for teaching/training poor students for free or nominal fee.

Panchayat (single or multiple) Cooperative Scheme to be launched, with proper education and communication to all adults in each village, to cover all their activites and resource management. Helped and monitored by Block and District Level, through direct and e-governance with the support of existing and new NGOs / Social Entrepreneurs.

Remove tax exemption given to IT companies. (Section 10A). Spend tax collected for these companies towards education facilities. (school, colleges etc)

Increase Income Tax Limit for Senior Citizens,and no addition of tax for their Medical Insurance. Senior Citizens provide additional employment to care givers, thus increasing employment of other citizens.

Currently Income tax is payable on individual income. Instead of that, tax can be charged on total family income. Basis exemption limit can be increased to higher amount. Currently Husband & wife earning 200K each are not paying tax. However individual earning 300K is paying tax. It will also help tax evasion, as many tax payer use there spouse name for business /profession in which spouse is not at all involved.

Primary and Secondary Schools, Teacher Training Institutes, Nursing Schools, Hospital Attendendant Training Institutes: Provide 2 tiers of Tax incentives: 1) High Income Tax deduction on free training/services provided 2) Tax holiday for 3 years for new institutions. These will also provide instant employment in India and abroad to millions within the next 4 years. The Govt can thus "devolve" the work for meeting its commitments and get quick results.

Biggest challenge for tax authorities is to unearth unaccounted wealth. Majority of this unaccounted wealth is saved / stored in bank lockers / safes. Sometimes these lockers are obtained under other person name. To overcome this, I suggest banks should obtain PAN before allocating lockers/safes. Further banks should provide PAN wise locker details same as AIR. This process will help Tax authorities to gather all data related to assesse.
