Make mechanism to create online invoice and generate invoice numbers by IT Dept on real time basis for 1 good purchase by individual of more than Rs.1 Lakh from retail shopkeepers, Property registration,Clinics or where IT dept can not track tax. IT dept can track 1 crore shopkeeprs in India and increase tax net. Tax avoidance people can also be tracked by above online invoice of PAN of particular buyer people by IT dept. Small Shop keepers etc. cloth,can be levied onetime lumpsum yearly tax .

Reduce subsidies for chemical fertilisers and use half the saved money to get NGOs to train farmers in organic farming. Organic farming is cheaper, food is more nutritious. A trained Organic Farmer needs no subsidy in his life in future. This will rescue our agriculture sector.as well as reduce food prices. I have a personal experience of Organic Farming reducing prices of food and yet making farmer more profitable. I can explain personally if required.

Bring a Central Government Property tax and correspondingly reduce other taxes. In the first year let the property tax be equal to the property tax being currently paid by the owner to the municipality. Property is easy to catch, unlike goods and services it does not disappear. Its measurable so scope for subjectivity and litigation and evasion is limited. The same personnel can track down more evasion of property tax than income and GST as the latter is based on billions of elusivetransactions

Make biometric retail transactions tax free. It will help in preventing card fraud, and reducing black money. The Home Ministry will also find the Biometric environment helpful in tracking down a person. Once the number of transactions increase the tax breaks can be reduced so that higher tax revenues result because now biometrics have pervaded the entire environment.

1. Make biometric retail transactions tax-free. This will encourage retailers to purchase biometric point of sale machines. This will help prevent the illiterate from being cheated with the Rupay Debit cards by giving it to someone. It will also help in eventually implementing a biometric environment universally. For instance, a Metro train passenger need not queue up to buy a ticket he just needs to keep his thumb near the entrance, the amount will get deducted and the steel entry barrier moves

The current taxation slab based on individual income should be replaced with taxation slab for family income. This will generate extra tax revenue to government from families having many earning members in family and also reduce the tax burden of families having single earning member and many dependents on his/her income. This can also help in government to raise tax exemption limit for families from current 2.5 lakhs without losing revenue from taxation.

Presently large number of doctors are practicing in cities but do not go to smaller towns; to prevent this different places should be declared open or closed. Where number of doctor of a particular specialty is adequate that area should be declared closed for doctors of that specialty.They should set up practice in areas still open. Some added incentive may be given by Govt. to those doctors who set up practice in theses open areas not having doctors

Govt can generate huge amount of money selling scrap material. This may be case with gov. office/companies dealing with plants and equipment.As technologyadvances old equipments become abselute and surplus causing space crunch.if the sme is not reccycled as early as possible.

Sir, Government is spending huge amounts for infrastructure development, but I have not seen a single beautiful, impressive, good quality infrastructure. The cost of construction is highly inflated and quality highly compromised.

To reward extra production of goods by manufacturing sector one can think of reward system thru tax breaks,which can be something like : If sigma sum of (finished goods sold in F.Y. 2015-2016 xAverage price in F.Y.2014-2015) Exceeds by a certain percentage the Sigma sum of((finished goods sold in F.Y. 2014-2015 X average price in same year),tax breaks as per a table can be given,Atleast for PSUs if not for all.
