The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

a few days ago I had suggested that the police should not divulge the details about the Terrorists and handle their operations against the terrorists secretly. Since yesterday we have been hearing news on Azim who had returned from Iraq after associating with ISIS. Every minute details how he went what he is divulging is in the news. I feel that such operations should be done secretly. Countrymen need not be frightened. Yesterday Home minister also said something on ISIS, which is unwarranted..

For water shortage, we can think of making a canal between Andhra Pradesh & Goa, connecting oceans. This may increase ground water level in the area. Also ships & boats can be sailed in the canal with roads on both the banks.

Just in case if you (my gov administrators) need case examples / use cases of various cities in the world implementing open source technologies, let me know. I am up for the task, we should benchmark best practices from the developed world in implementing SMAC technologies and open source technologies.
