The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

We need to make available communication via internet at very low cost and high quality. So that people can be reached and connected across country. High speed internet connection should be available at very low cost. For this we need to ask service provider to upgrade their infrastructure to support this. 3G service should be common and reachable at remote areas. Government should redirect and support private players including BSNL for this improvement.

We should go for centralized data center which can record every single bit of information across all departments, states, policies etc. Implementing BIG DATA and CLOUD will be a better option to capture these huge information. We should have our own SUPER COMPUTERS like US have.

Dear Mr. PM, a lot of govt. institutions and psbs are having staff that have either never worked on a computer before or are having no knowledge about how to work on a computer safely without any virus infections. Also there are a lot of youngsters who have done computer courses but are facing unemployment. If we can arrange for computer training for the govt. employees by engaging these unemployed youngsters we will be solving dual problems. Please consider this suggestion. Thank you.
