The Policy on Collaborative Application development by Opening the source code of Applications intends to increase the pace of application development and rapid roll out/ implementation by adopting the principles of open-source development model. Government wants to promote reuse of existing developed applications. Successful running applications and new applications are envisaged to be developed within the public domain by opening the application source code and it is also intended to encourage innovation inside and outside Government by encouraging collaborative development to achieve better products in less time.

e-Gov application source open approach—including the use and release of application source to public—can reduce costs, reduce development time, and improve overall quality, including security through increased transparency and mass peer review.

Open Source Code is a nice concept because it enables customized development. As i am concern its should be licensed under Open Source License it will track its use and purpose. I am afraid if we give it for free it can be used for offensive and criminal use. So before making code open for all owner must ensure its fruitful use.

In India, Mostly government technologies are based on Microsoft companies default technology like ASP and .NET. Government should use open source technology so that other students can also apply in govt jobs.

Many our public / government bus operators / employees cheat government on tickets they sell everyday by printing their own fake tickets leading to revenue loss. Solution - 1. One centralized SMART CARD ticket for buses through out the country like Delhi Metro Rail has. OR 2. Buses with bar-code scanners and tickets with bar-code printed. Passenger after obtaining tickets from conductor has to scan it their in. Passenger obtaining this SMART card / ticket will get concession.
