Government can create revolution in Skill Development through ODL courses. If IGNOU is made nodal university for skill development and given funding they can do wonders. Skill development courses in various sectors technical& non technical can be offered in the form of 6 months certificate courses with credits,after completing multiple certificate courses, learner should be able to get diploma/Advanced Diploma/Bachelors and Master Degrees.IGNOU can tie up with VTPS/Industries for skill training

There is urgent need to regulate the costs charged for distance education costs as institutions are charging 1 Lakh+ for 1 year diploma courses. Established universities charging upto 65000 for PG Distance learning courses. Institution have to give details of the actual costs and be approved only to allow distance learning courses at actual costs.Distance learning is not a money making business as recently followed by many institution and universities.UGC is not capable of regulating ODL courses
