At present, it is not the paucity of funds that is hindering progress in research but it is the misuse of funds. If Mr Modi wishes to know what is going on in the name of research I will be very happy to tell him what I know.

Promote good quality doctoral and post doctoral work by giving incentive and social recognition to teacher and scholar Remove bureaucratic hurdle so that many of the young researcher could do research properly. In the university/research institution money for the research should be directly credited to the account of the researcher(permanent)and make them accountable for that public money 4.Create a Organization especially meant for funding research and development(alldiscipline)

The govt.Project are mostly distributed to IIT, NIT, IIIT Central University and Central Research Organization. I feel there is disparity of allotment of project to particular university. If a lay man or faculty working in private/SFS institutes/University can come up with an idea whose output leading to direct benefit of society, must be given project. There Must be transparency in project allotment by govt. funding agency irrespective of mode of institute as happen in developed country.

I am student from Bioinformatics Centre,University of Pune.Yearly intake for this course is 30 students. From my batch alone 3 students left the course before completing a year, that means 3 positions are wasted, all the government money on those students ? wasted.I think shouldn't be any kind of reservation when it comes to research. There are thousands of students struggling to earn their living who are potential scientists.Chaiwala didn't need reservation to become PM.Give everyone equal chance.

To stop brain drain, some major steps needed like ...PhD holder with peer reviewed published research work having impact must exempted for NET because so many hardworking researcher not got job in india due to NET compulsion in assistant prof position. They give maximum time in research for particular topic so they can not have time for vast study and your NET exam pattern is very much bookish which need vast study. I think it's injustise to hardworking dedicated those researcher's.

Is there a policy vis-à-vis the research budgets of government sponsored agencies? It appears that the research funding is the first to be cut whenever there is need for economically stringent measures. Are academics soft targets ? Our chief peer and rival China, has invested as much in higher education and research as in manufacturing and outsourcing capacity. Innovation cannot be only supported for the services sector, we cannot only be a humongous global call center and manual labor reserve.
